The Executive Vice President & Chief Operations Officer (EVP/COO) reports directly to the President/CEO and provides strategic and operational leadership in support of the College’s mission to raise the educational attainment of the community. The EVP/COO will be a visionary, entrepreneurial leader who plays a key role in strategic policy development, financial oversight, and operational functions of Del Mar College. In collaboration with the President/CEO and the executive leadership team, the EVP/COO will set college-wide strategy, define and identify innovative approaches to achieving strategic goals, drive operational efficiency, and create a climate of accountability. This role provides guidance to optimize assets while ensuring the integrity and strength of the institution. Key Responsibilities

Set college-wide strategy in collaboration with the President/CEO and executive leadership. Drive operational efficiency and accountability; optimize assets and resources. Provide strategic guidance for policy development, financial oversight, and operational management. Mobilize resources, anticipate issues, develop contingency plans, and communicate effectively to achieve results. Support executive leadership in creating and maintaining essential college services, infrastructure, and a physical environment that supports the mission. Serve as second-in-command and act on behalf of the President/CEO when designated. Oversee long-range planning, external relations, and governance on strategic issues. Manage budgets and alignment of operational/financial strategies with college goals. Lead organizational change and foster collaboration across departments. Supervise, mentor, and evaluate personnel reporting to the EVP/COO. Perform other duties related to the operations of the office as assigned. Minimum Qualifications

Doctorate degree from an accredited institution of higher education. Five (5) years of upper level executive experience. Required Job Knowledge, Skills, Abilities

Demonstrated advocacy for the American Community College mission. Significant professional experience with community college students. Direct knowledge of community college operations, financial management, facilities planning and management, and administrative systems implementation. Knowledge of industry best practices for operational effectiveness and higher education. Ability to interpret complex problems, identify solutions, and implement them. Skilled communicator with excellent oral and written communication, including presenting and negotiating with stakeholders. Strong interpersonal skills to interact with academic leadership, faculty, community leaders, funding agencies, and elected officials. Leadership, organizational, and management abilities; experience supervising and developing personnel. Ability to foster collaboration, manage change, and prioritize multiple projects. Serve as second-in-command and act on behalf of the President/CEO when designated. Oversee long-range planning and work with President/CEO and leadership to advance institutional priorities. Represent the President/CEO on College matters and as the primary contact for external agencies on operational issues. Provide policy analysis and strategic consultation on major issues affecting the College. Advise leadership on positioning the institution with civic and business leadership and regional elected representatives. Ensure functional strategies support College objectives and oversee their implementation. Promote transparency and collaboration; seek input from stakeholders and the College community. Develop policies, procedures, processes, and practices to meet operational needs. Analyze the institution’s long-range plan and higher education trends on financial position. Ensure budgets align with strategies; develop financial/operational plans for growth and future needs. Provide executive oversight for day-to-day operations and support the executive leadership team. Prepare reports, briefs, presentations, and responses on institutional issues; maintain relationships with governmental entities and external partners. Serve as a turnaround agent and supervise personnel reporting to the position. Perform other duties related to operations of the office as assigned.
