Compliance Manager - Quality Assurance & 245D Excellence

Quality Assurance Leadership Conduct comprehensive program evaluations and quality assurance reviews ensuring 245D excellence Lead systematic risk assessments identifying potential compliance vulnerabilities before they become issues Develop and implement corrective action plans that address root causes, not just symptoms Facilitate Quality Assurance & Compliance meetings with directors and program managers Create data-driven compliance dashboards providing real-time visibility into program performance Regulatory Compliance Management
Maintain expert-level knowledge of Minnesota 245D regulations and federal requirements Monitor legislative and regulatory changes, translating complex requirements into actionable policies Oversee development and implementation of person-centered plans meeting all regulatory standards Ensure documentation meets or exceeds state and federal requirements for all service types Prepare for and manage DHS licensing reviews, surveys, and investigations Incident Management & Pattern Analysis
Review and analyze incident reports, emergency use of manual restraints, and medication errors Identify patterns and trends requiring systematic intervention Implement evidence-based corrective actions addressing root causes Coordinate with state agencies on reportable incidents ensuring timely, accurate submissions Develop preventive strategies reducing incident frequency and severity Systems & Technology Optimization
Maintain and optimize Therap electronic health record system Implement technology solutions streamlining compliance tracking and reporting Develop automated compliance monitoring reducing manual oversight burden Train staff on documentation requirements and system utilization Create efficiency improvements without compromising quality or compliance Required Qualifications Bachelor's degree preferred (will consider equivalent experience) Minimum 5 years
experience in 245D settings creating and implementing service plans At least 2 years
direct client oversight in disability services Demonstrated expertise in Minnesota 245D regulations and compliance standards Proficiency with Therap EHR system and Google Workspace Valid driver's license and reliable transportation for Twin Cities metro travel Preferred Qualifications Experience with compliance program oversight and quality assurance leadership Background in conducting internal audits and root cause analysis Knowledge of HIPAA, OSHA, and federal healthcare regulations Experience with DHS licensing reviews and corrective action processes Familiarity with CADI, DD, BI, CAC, and Elderly Waiver requirements Certification in healthcare compliance (CHC) or quality management (CPHQ) Essential Competencies

Deep understanding of 245D statute and administrative rules Ability to interpret and operationalize regulatory requirements Proactive approach to regulatory changes and updates Leadership & Influence
Ability to lead through influence without direct authority Skill in coaching staff on compliance without creating fear-based culture Collaborative approach building buy-in for quality initiatives Communication Mastery
