The Pilot Project will defer the traditional screening of applications for minimum qualifications until after a selection has been made. This posting is for the State of Hawaii, Department of Health. Location options include Hawaiʻi Island, Kauaʻi, and Maui. Salary ranges are listed by level: Level III $4,961 - $6,043 per month (SR-20, Step D to I); Level IV $5,369 - $6,535 per month (SR-22, Step D to I); Level VI $6,535 - $7,952 per month (SR-26, Step D to I). The State Recruiting Office will refer inquiries regarding this recruitment to the Department of Health. Duties Summary

Program Specialist III

– assist a higher-level specialist by performing assignments of limited scope and complexity. Tasks may include conducting studies and analyses of projects of limited scope; monitoring or reviewing program operations for evaluation or quality assurance; providing technical consultation by explaining state and federal laws, agency rules and regulations; and participating in administrative support such as budget formulation, grants/contracts management, staff development, legislation development, and advisory services. Work is performed independently under supervision, with completed work reviewed for consistency with requirements. Complex issues are referred to a supervisor. May perform work at the next higher level under closer supervision. Program Specialist IV

– conducts the full range of program planning and development activities, from routine to highly complex assignments. Responsibilities may include developing new policies or standards, preparing comprehensive reports, and supervising lower-level staff. Works independently under general supervision; some outcomes may be precedents and reviewed with supervisory guidance as needed. Program Specialist VI

– serves as a supervisor of program development and/or evaluation services, with a scope requiring a staff of program specialists and potentially subordinate supervisors. Minimum Qualification Requirements

To qualify, you must meet all of the following requirements. Education and experience requirements are generally not considered concurrent unless specifically indicated. Qualifying work experience is credited based on a 40-hour workweek. Education:

Graduation from an accredited four-year college or university with a bachelor’s degree. General Experience (Levels III–VI):

One and one-half (1-1/2) years of progressively responsible professional work experience involving analysis and problem solving. Specialized Experience: Level III:

None. Level IV:

One year of professional experience in one or a combination of: monitoring/evaluating/conducting studies and analyses; data gathering and analysis for standards; or giving technical direction related to program standards and procedures; or related field knowledge. Level VI:

Two years of professional experience in one or a combination of the same areas as Level IV, plus supervisory aptitude or experience as described for Levels IV–VI. Supervisory Aptitude or Experience:

Level IV–VI require supervisory aptitude or actual supervisory experience as described. Driver’s License:

A valid driver’s license is required for some positions at the time of appointment. Substitution Allowed

Master’s degree may substitute for one year of General Experience. Excess Specialized Experience may substitute for General Experience on a year-for-year basis. Selective Certification: Specialized knowledge, skills and abilities may be required for some positions; certification may be restricted to eligibles with pertinent experience or training.
