Overview

Job Summary Oversees and manages environmental services related to regulatory compliance, infrastructure, and project execution. Develops environmental compliance recommendations regarding strategic preventative reinvestments and plans for the future of existing and new facilities. Responsibilities

Acts as owner’s representative in oversight of Districts environmental program. Ensuring compliance with all federal, state, and local regulations for existing infrastructure and future construction. Leads, directs, manages, recruits, selects, orients, trains, coaches, and counsels environmental operations staff. Plans, monitors, appraises, and reviews staff job contributions to planning, development, delivery, follow-up, and evaluation of environmental program. Develops district environmental standards and specifications in support of District facilities and operations. Manages any contracted labor or consultants related to environmental compliance, investigation, and / or remediation Leads and maintains communications with District and external contacts. Develops and maintains environmental compliance issues management systems. Provides reports on project status and responds to emails and other correspondence. Serves as the Local Education Authority (LEA) Designee, under the EPA Asbestos Hazard Emergency Response Act (AHERA) Manages asbestos compliance, environmental site assessments, storage tank management, lead and radon testing, hazardous waste disposal, Industrial Hygiene/Indoor Environmental Quality (IEQ), mold remediation and other environmental services for District facilities. Forecasts, develops, budgets costs, and monitors all aspects of the program for environmental compliance to ensure District assets are protected. Supports Facilities Design and Construction and Maintenance Divisions with design input and construction project abatement management services. Coordinates with regulatory agencies regarding District environmental issues to maintain regulatory compliance at Local, State and Federal levels. Monitors legislation relating to environmental programs, updates District processes to comply. Perform other duties as assigned Qualifications

Education:

Bachelor’s Degree from an accredited college or university preferred. Preferred degrees include Environmental Engineering, Architecture, Engineering, Construction Management, Physical Science, Biological Science, or a related field. Experience can be substituted for post-secondary education. Experience:

Five 5 years of experience with progressively increasing responsibility in environmental compliance, oversight, or program execution. Preferred experience directly or indirectly involving management of environmental type regulatory issues for asbestos, indoor environmental quality, hazardous materials, water/wastewater, energy, OSHA, and the Florida Building Code. Certifications & Licenses:

EPA certifications as Asbestos Contractor Supervisor, Inspector and Management Planner preferred. OSHA certification in Hazardous Waste Operations (OSHA 40 Hr. HAZWOPER preferred. Knowledge, Skills, and Abilities

Thorough knowledge of State of Florida policies, rules, regulations, and statues related to asbestos, lead paint, lead/copper water testing, indoor environmental quality, hazardous materials, wetlands, water/wastewater, energy, fire protection, OSHA, fuel storage facilities, industrial wastes, radon, recycling, and state building codes. Knowledge of building systems and life cycles Knowledge of remedial mitigation techniques Knowledge of long range and short range facilities Strong supervisory management skills Strong oral, written, and interpersonal communication skills Strong word processing, spreadsheet, and presentation software skills Strong presentation development and delivery skills Strong data collection, analysis, interpretation, and dissemination skills Strong building and systems assessment skills Strong preventative maintenance program development skills Strong intervention plan development skills Strong problem solving skills Ability to evaluate existing environmental and health situations and make recommendations regarding the environmental or health impact of replacement or renovation projects involving district facilities Ability to coach clients on promoting behaviors that minimize or eliminate situations where district is out of compliance with regulatory requirements associated with hazardous materials, water/wastewater, energy, OSHA, and state building codes Ability to manage large-scale district programs and their budgets effectively Ability to develop workflows and procedures Ability to effectively facilitate meetings Ability to implement continuous improvement processes
