The King County International Airport Division is looking for a passionate and experienced Senior Business Analyst—a tech-savvy team player who serves as a subject matter expert in our business solutions applications and systems. Over the past several years, the Division has experienced significant organizational changes and has implemented new business systems and standard work. In alignment with King County’s continuous improvement efforts, we are in the process of reviewing and improving our business process, procedures, and workflows. The Airport is striving to maintain the goal of becoming more data-driven in operating and capital investments to be a world-class airport. The Airport utilizes an array of business solutions applications that are central tools for decision-making, management, maintenance, and operations. The Division has a need to evaluate, consolidate, improve, replace, implement, maintain, or eliminate a variety of business systems and/or devices. The Senior Business Analyst will perform requirements gathering, system implementation, configuration, administration, training, and troubleshooting to ensure optimal system performance meeting operational business needs and evolving processes and workflows. ABOUT KING COUNTY INTERNATIONAL AIRPORT (BOEING FIELD) KCIA is one of the busiest primary non-hub general aviation airports in the nation. Located just four miles south of downtown Seattle, it averages 180,000 aircraft operations each year. KCIA ranks among the most successful public investments in state history. The airport's annual economic impact is $3.5 billion - supporting more than 16,000 jobs and providing $1.8 billion in labor income in the county. KCIA promotes the health of the aviation industry by establishing pipelines for employment and for employee development. As a general aviation airport, KCIA serves small, commercial passenger airlines, cargo carriers, including UPS, private aircraft owners, helicopters, corporate jets, and military and other aircraft. It is also the final delivery center for the Boeing Company's 737 aircraft and serves as the company's military flight center along with other Boeing operations. The Museum of Flight is located on the airport property with a wide variety of aircraft and exhibits showcasing aviation history. KCIA frequently hosts celebrities and dignitaries, who prefer Boeing Field because of its proximity to downtown Seattle and convenient connections to other business districts in the region. Due to its proximity to Lumen Field, T-Mobile Park, and other sports venues, many teams prefer to use KCIA when playing in Seattle. Lead multidisciplinary teams by facilitating and collaborating with internal and external customers on business requirements gathering and train users on how to effectively tell stories with generated data visualization tools or create reports using various reporting tools. Manage projects from the onset through budget proposals (Request for Proposals) to the final stages of product implementation. This involves managing timelines, coordinating with both internal and external stakeholders and vendors, and ensuring efficient and effective execution of all project phases. Oversee team members in solution implementation and defines the feasibility of a business solution, its implementation, and its interaction with the existing systems and improve the cost effectiveness of the business solution. Documenting gap analysis, cost/benefits, findings, and recommendations including trends, patterns, and utilization of applications. Perform systems administration, configuration, maintenance, and documentation. Perform audits, quality assurance and quality data integrity checks, maintain current modules, tables, queries, and reports. Customize applications by adding or modify fields and panels for modules or systems. Lead with drafting and finalizing business processes, workflow documentation (flow charts), technical database relational tables diagrams, flow charts, configuration documents, system documentation, statistical analysis, value stream mapping, and other documentation (e.g., documentation summarizing team findings and recommendations). Manage vendors effectively, establishing clear communication channels and expectations to ensure timely delivery of services and applications. This involves rigorously assessing vendor performance and adherence to contractual obligations, as well as fostering a collaborative environment to resolve any issues proactively. Lead, facilitate, and participate in problem solving efforts and continuous business and/or change management process improvement in support of applications and systems in partnership with the Airport team, KCIT, and/or vendors that includes requirements gathering, data mining, functional specifications, process diagraming, metrics, and dashboard development; evaluate established methods and procedures and prepare recommendations for changes. Keeping applications systems up to date with scaled aviation industry trends recommending new systems or upgrades by partnering with KCIT and/or vendors including implementation, configuration, and integration with new and/or existing systems. Lead, facilitate, and develop testing plans to ensure that systems meet business requirements, processes, and workflows. Analyze and test proposed system changes prior to implementation; validate the functionality of the solutions according to the requirements specifications. Technical resource for documenting current and future state business processes and workflows across the organization. Prepare system documentation and standard work. Draft business processes, workflow documentation, technical system diagrams, configuration documents, system documentation, and other documentation. Leading and regular communication with customers to learn and stay informed on sections’ business processes and workflows rooted in continuous improvement to align with configurations or modifications to relevant organization’s applications. Lead education and training across multidisciplinary teams with process improvement and change management to achieve business, continuous improvement goals including quality of people, cost, and service delivery. Create, manage, and maintain dashboards, applications, and system documentation and standard work. Create, implement, and manage feedback systems to assess continuous improvement strategies and solutions. WE ARE LOOKING FOR CANDIDATES WHO HAVE: Strong experience with project management in a variety of methodologies (Agile, Kanban, Waterfall). Strong experience with leading and facilitating requirements gathering, documenting business processes and workflows with analytical and investigation skills for extracting useful information from different disciplines (i.e., asset management, work order management). Strong experience in business analysis and robust analytical and investigative abilities, including leading and facilitating system implementation, gap analysis, and system integrations. Possess a deep understanding of the Software Development Life Cycle (SDLC), from conceptualization to deployment. This includes familiarity with each phase: planning, analysis, design, development, testing, and deployment of a variety of business systems. Strong experience with data visualization and data analytics skills with business intelligence tools and Microsoft PowerBI, analytical and investigation skills for extracting useful information from different applications and systems (e.g., asset management system such as Cityworks), telling stories with data and metrics determining Key Performance Indicators (KPIs). Strong experience with performing system administration and configuration with asset management systems (i.e., Cityworks), aviation applications (i.e., Veoci), automatic vehicle location software, and other business solutions applications. Experience and strong data analytic skills in gathering and analyzing data using a range of business systems and software (i.e., Microsoft PowerBI). Strong experience and skill in writing routine system documentation, technical reports, standard operating procedures, and training manuals and videos. Strong experience and skills with customer service, developing and providing end-user training. Knowledge of SharePoint management and understanding of Active Directory permission settings. Knowledge, understanding, and experience with GIS centric applications or systems that utilize GIS spatial data. Strong experience and skills and experience with diagnosing and identifying system related problems and should possess excellent troubleshooting, technical problem solving, and systems analyses skills. Strong experience and skill in writing routine system documentation, technical reports, standard operating procedures, and training manuals and videos. Staying current and strong with technical skills in common tools, including but not limited to Microsoft Software: Teams, SharePoint, PowerBI, Excel, Visio, Word, Stream, PowerAutomate, Forms.
