Oversee the Capital Budget (Federal Capital Fund Grants, City Capital, State and Disaster Recovery grants) which includes: Administer and prepare NYCHA’s annual Five-Year Capital Plan. Process receipts of HUD Grant funds in the EPIC system. HUD’s Energy Performance Information Center (EPIC) system updates. Review Obligation & Expenditure Reports weekly and monthly - flagging “at risk” items for the respective department. Serve as a liaison for individual departments that administer capital funds liaison with HUD on all Federal Capital Grants including competitive grants. Liaison with OMB on all City funding allocations to NYCHA, including city expense funds and disaster recovery funds. Manage the certificate to proceed process and budget entries in the City’s Financial Management System (FMS). Reconcile and report on variances between City Capital Financial Plans. Conduct data analysis and create easy to digest presentation. Represent the Unit in key initiatives for both internal and external. Support system integration, prepare high-quality presentations, and collaborate across departments to support capital investment decisions. Streamline Capital process and reports. Oversee The Contract Registration Unit Which Includes Process City Contract Registration with Comptroller’s Office, including entering contract information into FMS and corresponding with the Comptroller’s office on issues. Manage Hierarchy approvals in Oracle Purchasing. Manage the account category numbers for purchase items in Oracle. Reconcile commitment variances between Oracle and FMS. Assist departments with POETA coding for capital funds. Develop reports to track the status of contracts registered. Ensure transparency, timely renewals, and proper governance across all contractual obligations by close coordination with legal, procurement, finance, and operational team. Supervise ~10 staff members. Minimum Qualifications A baccalaureate degree issued upon completion of a course of study registered by the University of the State of New York and seven (7) years experience in an executive or administrative capacity in a large community agency having or supervising at least 25 professional employees; or A master's degree or 30 graduate credits in group work, community organization, recreation, physical education and six (6) years experience of the type described in (1) above; or A satisfactory equivalent combination of education and experience.
