Overview
Perform complex technical and administrative duties in support of one or more Human Resources program areas including protected leave administration, employee benefits, training and development, employee engagement, workers compensation, recruitment and selection, policies and procedures, employee and labor relations, Human Resources management software and the administration of various State and Federal mandates. Tasks are illustrative and may include other related duties.
Primary Focus
The position's primary assignment is administering the City's protected leave program, ensuring compliance with FMLA, OFLA, ADA, and Paid Leave Oregon. The role will develop and administer training programs and coordinate and research employee handbook and Human Resources policy updates.

Responsibilities
- Serve as a resource providing professional Human Resources support and training to City management, staff, the public, and other agencies requiring interpretation of policies, labor contracts, rules, and regulations.
- Act as the system administrator for HR software including HRIS, onboarding, learning management, recruitment, document management, SharePoint, and timekeeping systems; identify, propose, and test system enhancements; analyze system data and develop reports and workforce statistics; train system users.
- Provide backup to the recruitment and selection process and participate on interview panels.
- Collect, track, and measure assigned programs against goals; provide action steps to improve programs and services.
- Coordinate New Hire Orientation and ensure presentations are current, relevant, and engaging.
- Assist with investigations of grievances, discrimination complaints, and misconduct/performance issues; prepare negotiation materials and cost analyses; administer collective bargaining agreements.
- Participate on committees; prepare staff reports and correspondence; stay current on trends and legal requirements through seminars and literature.
- Maintain confidential employee records in accordance with applicable laws.
- Administer benefits programs citywide, reconcile insurance billings, develop budget information for benefits, coordinate open enrollment, and administer unemployment claims; support onboarding and offboarding processes and conduct exit interviews.
- Develop and administer training materials and sessions; evaluate training effectiveness.
- Coordinate protected leave administration, determine eligibility, audit leave usage, maintain records, conduct interactive processes, and coordinate reasonable accommodations in compliance with FMLA, OFLA, ADA, and Paid Leave Oregon; assist with workers’ compensation administration.
- Assist with policy updates and implementation of new and existing policies.
- Support reporting and compliance requirements for federal and state agencies as applicable.
Education and Experience
- Bachelor’s degree from an accredited college or university with major coursework in human resources, public administration, business administration, organizational development or a related field.
- Three years of increasingly responsible professional human resource experience.
- Three years computer experience using HR Management Software (HRIS, onboarding, learning management, recruitment) and proficient use of Microsoft Office Suite.
Special Requirements
- Possession of or ability to obtain and maintain a valid Oregon Driver’s License; travel among city worksites and to training/conferences is required.
- Ability to pass a pre-employment background and/or criminal history check.
