Overview
We are seeking an experienced and knowledgeable
Construction Manager
to oversee and support the day-to-day field and administrative operations of fiber network builds across the Ohio, Indiana, and Kentucky markets. This field-based position plays a key role in ensuring timely and cost-effective execution of outside plant (OSP) and inside plant (ISP) construction, splicing, and network activation projects. The ideal candidate will bring strong experience in
fiber splicing, construction management, vendor coordination , and
utility permitting , with the ability to manage multiple priorities in a fast-paced environment. This role is
remote , with required
quarterly in-person team meetings
and occasional site visits as needed. Contract position with potential for
temp-to-perm
conversion. Key Responsibilities
Manage day-to-day construction and splicing operations, ensuring timely execution and quality compliance. Review and manage splice packages from Fiber Engineering and ensure accurate distribution to vendors and field crews. Oversee fiber splicing activities, including scheduling, crew coordination, and quality control. Prepare and submit Purchase Orders (POs) and Change Management (CM) documentation for fiber-related work. Review contractor invoices for accuracy, resolve discrepancies, and ensure timely payment approvals. Coordinate with vendors for splicing schedules, billing, and deliverables. Order police details for splicing activities, as needed. Monitor progress on key construction and splicing KPIs, including OpEx spend, MTTR, % On-Time Install, fiber readiness for small cell and enterprise revenue activations. Manage or support UG utility locates, reroutes, and pole proposal processes through platforms such as SPANS, NJUNS, and Katapult. Ensure compliance with
NESC guidelines
for utility make-ready work. Support network construction implementation by tracking milestones, forecasting budgets, and providing ad-hoc reports. Identify and escalate issues before they reach critical status; provide actionable solutions to mitigate risks. Collaborate cross-functionally with internal engineering, operations, and program management teams to improve billing and fiber closeout processes. Provide quarterly updates and attend team review meetings. Required Experience & Skills
Technical Knowledge & Field Experience Fiber Cable Splicing (hands-on or oversight) OTDR and other fiber testing methods Fiber Network Design and Construction Oversight OSP & ISP Fiber Construction Practices UG Utility Locating, Rerouting, and Make-Ready Work Strong familiarity with
NESC codes and compliance Utility Pole Management: SPANS, NJUNS, Katapult (or equivalent platforms) Administrative & Project Coordination Skills PO/CM Creation and Invoice Review Project Budget Forecasting and Tracking Reporting and Variance Analysis Excellent communication with vendors and internal teams Proficiency in Microsoft Office Suite (Excel, Outlook, Word) and project management tools Ability to interpret and manage splice schematics and fiber documentation Preferred Qualifications 5+ years of relevant experience in telecom or utility construction management Experience working with or for major fiber network providers or carriers Technical certifications in Fiber Optics or Construction Management Understanding of Small Cell and Enterprise fiber requirements Previous field-based remote role experience Metadata
