Overview
This position is located in the Office of Notary Commissions and Authentications (ONCA), a division under the Office of the Secretary. The mission of the Office of the Secretary is to provide protocol, authentication, and public records management services to the Mayor and the District government agencies. The Office of the Secretary manages the District of Columbia's archives; commissions all District of Columbia notaries public; and publishes the District of Columbia Register and the District of Columbia Municipal Regulations. The Office of Notary Commissions and Authentications (ONCA) commissions District of Columbia notaries public and authenticates documents for domestic and foreign use. The program analyst primarily has the responsibility for analyzing current and proposed operating programs to evaluate their actual or potential effectiveness in achieving objectives. Duties And Responsibilities
The incumbent will be responsible for gathering and organizing information from a variety of sources such as records, computer files, previous studies, and interviews, analyses information to identify issues and isolate problems, develops solutions and measurements of productivity and effectiveness for use by others, develops detailed briefings and reports of findings and recommendations, and convinces others to implement recommendations. Assignments may involve independent studies to determine the proper organization and structure of the activities of an agency; the conduct of studies to measure and track the progress and accomplishments of a District of Columbia organizational component dedicated to a major assigned function; the planning of a single program to be carried out by various field organizations by identifying, collecting, and analyzing appropriate information, and presenting findings. Must have knowledge of and ability to use OnBase or On-line application platform. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Licenses and Certifications
