Job Summary
The incumbent is located in the Policy and Compliance Administration (PCA) of the District of Columbia Department of Human Resources. The DC Department of Human Resources (DCHR) provides human resource management services that strengthen individual and organizational performance and enable the District government to attract, develop, and retain a well-qualified, diverse workforce. The Policy and Compliance Administration designs, implements, and oversees unified personnel standards to support a safe, and effective work environment. The Administration collaborates with District agencies to develop modern and useful personnel practices, supports government-wide compensation strategies, assists agencies and employees in achieving success through amicable conflict resolution, and audits and monitors personnel standards and practices to achieve strategic personnel goals.
Overview
The incumbent is responsible for supporting the entire unit in developing, analyzing, evaluating, reviewing, and reporting gathered data. This information will inform management decisions and efforts to improve performance, adjust strategies, and align vision.
Responsibilities
Works closely with management and compliance teams to gather and prepare data from various sources, ensuring data quality and consistency. Formulates data collection processes and methodologies, transforming data into formats suitable for analysis when necessary. Investigates datasets to identify patterns, trends, and anomalies.
Develops/writes, runs, and analyzes reports related to suitability and/or human resources activities and reviews data/information gathered as required by law or upon request from senior leadership, utilizing available data and HRIS repositories.
Creates visualizations to communicate findings and insights to managers and stakeholders. Utilizes interactivity functions where possible to isolate and/or highlight key findings.
Conducts detailed analyses of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of work operations.
Works closely with division contract administrators to track, monitor, and illuminate program spending on a recurring basis. Reports spending concerns in a timely manner to the appropriate team members and managers. Reconciles financial discrepancies based on information contained in databases.
Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques based on analysis of data. Forecasts compliance metrics to aid in planning and decision making.
Develops and/or reviews comprehensive and complex narrative and statistical reports and studies to ensure compliance concerns and/or allegations are thoroughly reviewed for adherence to governing legal mandates. Reviews, develops, analyzes and prepares statistical reports for audit or investigative purposes. Prepares presentations, memoranda, correspondence, and letters and ensures reports are factual, grammatically correct, and organized in a format which conforms to established guidelines.
Work Environment Work is normally performed in an office environment, though the incumbent may make occasional visits to various locations within the District of Columbia Metropolitan Area.
Education and Experience At least one (1) year of specialized experience equivalent to the CS-11 grade level in the District of Columbia government service, or its non-District equivalent is required. Specialized experience includes knowledge of the District and federal regulations and directives, as well as DCHR mission, programs and directives. Knowledge of analytical and evaluative concepts, methods, and techniques and skill in applying analytical and evaluative methods to advise on and resolve conventional compliance issues and concerns; OR an equivalent combination of education, experience and/or training.
Licensure/Certification and Other Requirements The incumbent will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.

Duration of Appointment: 13 Months
