Overview Supervisory Recreation Specialist - Sports, Fitness, and Aquatics Director for Command Navy Region Northwest, Fleet and Family Readiness Program, Fleet Readiness Division. The primary purpose of this position is to plan and administer a comprehensive and diverse year-round total installation sports, fitness and aquatics program consisting of self-directed and unit-level type programs and activities.

Responsibilities

Plans and administers Installation Sports, Fitness, and Aquatics Program.

Plans and administers the total installation sports and fitness program including self-directed and unit-level sports/athletic programs, intramural programs, above-intramural programs, aquatic programs, and comprehensive self-directed and unit-level fitness programs.

Provides guidance regarding maintenance and development of new programs to fitness/gym, aquatics and intramural activity/facility managers; reviews and recommends new operational activities/subprograms in conjunction with section managers; guides ongoing program changes.

Solicits input from activity managers on goals, objectives, and program standards; monitors programs to ensure standards are met or exceeded; evaluates and revises programs to meet needs; uses metrics and financial data to inform decisions.

Ensures facilities and playing fields meet fire, safety, security, and sanitation guidelines; coordinates with local agencies to correct deficiencies; assists in planning and designing construction projects that include renovations and new facilities.

Regularly reviews long- and short-term program goals; analyzes budgets, staffing, plans, and population trends; incorporates trends and financial feasibility to ensure efficiency and effectiveness.

Ensures compliance with regional program policies, regulations, DOD instructions, SUPERS, and other procedures; adapts guidelines for specific situations when needed.

Supervision

Provides administrative and technical supervision to a workforce including up to five NF4 or GS 9/11 Supervisory Recreation Specialists and 1 to 3 NF3/GS 5/7, Leads, Sports Technician, and Equipment Maintenance personnel; indirectly supervises up to 80 APF & NAF staff.

Sets priorities, assigns work, evaluates performance, coordinates training, and handles hiring, disciplinary actions, and employee relations; manages attendance and leave to ensure mission readiness.

Budget and Resources

Coordinates budget requirements with activity/facility managers; develops annual budget plans for both appropriated and non-appropriated funds; justifies needs for personnel, equipment, supplies, travel, training, and service contracts.

Reviews monthly financial reports, tracks variances, and explains execution to higher-level review; develops plans for under-execution funds and future requirements.

Maintains funds and property accountability for APF and NAF equipment, supplies, and inventories; ensures inventories comply with regulatory guidelines.

Requirements

Incumbent must be able to obtain and maintain a secret Security clearance.

Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.

Must possess and maintain a valid state drivers license for operating government vehicles.

Must have current CPR and First Aid certifications.

Preferred CFL and NOFFS Certification; must be obtained within the first six (6) months of employment.

Qualifications A qualified candidate will possess the following:

Knowledge of goals, philosophy, principles, techniques and methods of procedures used in organizing, planning and administering a sports, fitness and aquatics program, as would be gained through a four-year degree in Sports or Recreation Management or three years of related experience.

Ability to supervise and develop personnel; knowledge of Equal Employment Opportunity program and human relations.

Knowledge of sports and fitness to understand participants’ needs and to adapt programs accordingly; ability to manage a broad range of activities for a large military community.

Skill in resource management to determine and justify funds, travel, training, supplies, and equipment; ability to plan, present, and execute budgets and forecast funding needs.

Strong communication skills, both oral and written.

Problem-solving ability with tact and resourcefulness.

Education Four-year undergraduate degree in Sports or Recreation Management. Transcripts must be attached to the application for consideration. Must complete Navy MWR certifications within 6 months; current CFL and NOFFS certifications are preferred.

Salary is dependent on experience and/or education.
