Allegheny Science & Technology (AST) is seeking an experienced
Financial Analyst
with a background supporting federal contracts. This role involves financial planning, budgeting, and reporting for a high-impact energy program funded by the U.S. Department of Energy. Candidates should have experience with government cost principles, contract compliance, and performance reporting in a federal environment. The Advanced Research Projects Agency-Energy (ARPA-E), part of the U.S. Department of Energy, drives America’s leadership in energy innovation. ARPA-E bridges the gap between early-stage research and market-ready solutions, ensuring groundbreaking ideas become real-world energy advancements. Responsibilities
Review and analyze performer-submitted invoices, and perform in-depth financial analysis of federal, cost share, and category amounts, including verifying invoice costs against OMB and FAR cost regulations. Interface with programmatic Systems Engineering and Technical Assistance (SETA) staff daily to resolve outstanding invoice issues and assist the programmatic SETAs with performer financial questions. Draft monthly invoice status reports to assist the task lead with gauging invoice backlog and approval status. Assist with supporting ad-hoc financial tasks, including reconciling performer invoices, accounts, or program outlays. Required Qualifications
Bachelor’s degree and a minimum of 4 years of experience with financial or billing analysis. Knowledge of OMB or FAR. Ability to assess products and procedures for compliance with government standards, accounting principles, internal controls, and multi-tiered system application standards. Ability to grasp interrelationships between financial management requirements and automated solutions, considering the current system environment and potential integration of added systems. Must be able to support the formulation of strategic financial plans, prepare cost estimates, and correlate financing requirements into executable budgets. Knowledge of financial or compliance auditing. Excellent analytical, problem-solving, and documentation skills. Excellent verbal and written communication skills. Experience using Microsoft Excel. Other Qualifications
U.S. Citizenship is required. Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements. This position is 100% onsite in Washington, D.C. Pay and Benefits
Pay range: $65,000 - $90,000 for full-time employment. Final pay is determined by factors including experience, skills, certifications, location, and contract provisions.
