Purpose: Serves as department director and Oak Ridge Associated Universities (ORAU)/Oak Ridge Institute for Science and Education (ORISE) Facility Security Officer. Responsible for directing all ORAU and ORISE Safeguards and Security (S&S) functional areas including S&S program management, personnel security, information security, physical security, technical security, operations security, Watchforce/protective force operations, foreign visits and assignments, security awareness, and nuclear materials control and accountability. Serves as Facility Security Officer for Defense Counterintelligence and Security Agency (DCSA)/Department of Defense (DoD) corporate security programs and oversees the Insider Threat Program, serving as the Insider Threat Program Senior Official. Also serves as the ORAU/ORISE Contractor Classification Officer, managing the classification and Unclassified Controlled Nuclear Information (UCNI) programs.
Responsibilities
Oversees and directs all safeguards and security operations and activities for ORAU/ORISE.
Serves as ORAU and ORISE Facility Security Officer, and is the focal point for coordination with Department of Energy (DOE), DCSA, and external organizations relating to safeguards and security activities.
Ensures all S&S programs and projects are aligned and adequate to protect ORAU and ORISE interests (personnel, high value property, sensitive information, classified matter up to Secret/Restricted Data (S/RD), and special nuclear material).
Manages all operations and directives to ensure compliance with departmental and national requirements.
Performs Management/Supervisory tasks for the S&S Department:
Plans, organizes, directs, and schedules the work of employees, equipment, and material within budgetary and quality standards.
Defines organizational goals and implements strategies to address these goals, consistent with maximizing organizational efficiency and performance.
Proposes, monitors, and complies with project budgets totaling over $2.3M.
Evaluates work product for acceptability.
Analyzes workforce needs and establish personnel requirements.
Requisitions and selects qualified employees necessary to meet established requirements and organizational goals.
Assigns employees to roles and duties as needed.
Establishes standards and training for the proper performance of work and familiarize staff with organizational standards.
Maintains discipline of employees under supervision in accordance with established policies.
Initiates action and approve or recommend approval of hires, disciplinary action, terminations, leave, promotions, reductions-in-force, and other personnel actions.
Approves S&S plans, policies, and procedures; and provides technical guidance, training, and program implementation.
Coordinates risk and vulnerability assessments consistent with Design Basis Threat, and planning for the purpose of protection planning.
Approves all safeguards and security activities, programs, and operations.
Plans all training for S&S subject matter experts and support staff.
Serves as the DOE-appointed ORAU/ORISE Contractor Classification Officer.
Manages the ORAU/ORISE classification and UCNI programs, maintains operational awareness of classification issues, serves as and appoints ORAU/ORISE Deputies Committee (DC), Deputy Director (DD), and UCNI Reviewing Officials (ROS).
Performs other related duties as assigned by Director, ORISE and/or President, ORAU.
Qualifications Bachelor’s degree in Criminal Justice, Security, Safety, Emergency Management, or other relevant field and 12+ years of job-related experience. Master’s degree in Engineering, Criminal Justice or other related discipline is preferred. An equivalent combination of education and experience requiring similar knowledge, skills, abilities, and performing duties as described may be substituted for the minimum requirements (master’s degree and 10 years of experience, associate’s degree and 16 years of experience, high school diploma and 20 years of experience).
10+ years progressive experience in safeguards/security policies/procedures, law enforcement, public or private sector organization, or similar preferred.
Knowledge of security systems and equipment in a government or business environment is required.
Must be knowledgeable of DOE directives, National Industrial Security Program (NISP) requirements, and Federal regulations related to safeguards and security.
Experience protecting US Government classified and sensitive matter, accessing classified resources, and investigatory experience is preferred.
Must possess knowledge of classified facility operations and requirements.
Experience conducting training or instruction on duties, systems, and processes is preferred.
Must have a background which would not preclude a favorable determination for security clearance.
Must have excellent leadership and management skills.
Must have strong oral and written communications skills.
Must have experience developing security plans, policies, and procedures.
Must have relevant qualifications to be appointed as Contractor Classification Officer.
Must be able to obtain and maintain a DOE ‘Q’ clearance and DCSA Top Secret clearance.
The candidate’s starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate’s qualifications to determine salary.
