Overview

Deputy Director - Center Operations role at Action for Boston Community Development, Inc. (ABCD), within the Head Start and Children’s Services department. This position provides leadership, oversight, and strategic direction for the daily operations of all Head Start and Early Head Start centers, in partnership with program leadership, agency departments, and external partners to ensure high-quality service delivery, a positive environment, and full regulatory compliance. The Deputy Director of Center Operations promotes the mission of ABCD Head Start & Children’s Services and communicates this mission to staff, families, and the community. The role must comply with applicable federal, state, and local laws, regulations, standards and policies, including those of ACF, EEC, IDEA, DESE, Massachusetts disability law, and ABCD policies and procedures. All personnel who care for or work with children are mandated by law to report suspected child abuse and neglect to the DCF and inform supervisors promptly. Note: The responsibilities may support both Early Head Start and Head Start depending on assignment; funding allocation will be documented on the payroll authorization or change of status form. All communications are confidential per Head Start policy. Essential Duties

Center Oversight and Management: Collaborate with program leadership to ensure holistic support and integrated services at centers; work with partner programs to ensure alignment with partner agreements and OHS HSPPS; screen and interview staff for employment decisions in accordance with agency policies; supervise and evaluate Center Directors; conduct annual performance appraisals with professional development plans; oversee onboarding and professional development; maintain safe and compliant physical environments; ensure Center Directors have tools and guidance to deliver high-quality services; identify and collaborate with local community agencies for advocacy and referrals; coordinate with ABCD staff with similar functions; perform other related duties as assigned. Compliance and Quality Assurance: Conduct site visits to assess program quality and compliance; participate in development and monitoring of standard operational systems; assist in preparing and submitting reports; cultivate strategic partnerships to support staff development and services; assist with licensing, accreditation, QRIS applications and reporting; participate in department meetings and training; adhere to applicable requirements and participate in interagency planning; support annual self-assessment and community assessment processes; contribute to strategic planning, data collection, policy development, and center operations budgeting; lead center-level preparedness and support compliance reviews and inspections; represent the agency at community events and cross-agency initiatives. Qualifications

Bachelor’s degree in human services management, early childhood education, or related field; at least five years of progressively responsible administrative and center management experience in early childhood or human services (Master’s degree preferred). High proficiency with MS Office, Google tools, and data management; ability to manage large data sets. Excellent oral and written communication skills; ability to work collaboratively and independently in a fast-paced, diverse environment. Demonstrated knowledge and experience in early childhood development programs. Ability to work with individuals from diverse economic and cultural backgrounds; experience in change management, personnel management, strategic planning, budget oversight, and evaluation.
