Looking for a Project Quality Control Manager for a project at the Marine Corps Base in Kaneohe. This renovation project involves the 2nd floor of the NCIS building, with an expected completion time of 8 months. We seek a Quality Control Manager who aligns with our family culture and possesses the skills outlined below.
Key Responsibilities
Quality Control Implementation & Oversight Develop, implement, and maintain the
Three-Phase Quality Control System
(Preparatory, Initial, and Follow-up Inspections) to ensure compliance with contract requirements. Conduct
daily inspections
of construction activities to confirm adherence to project plans, specifications, and safety standards. Ensure all testing, certifications, and inspections are completed per NAVFAC and USACE guidelines. Maintain a
deficiency tracking system
to monitor non-conformance issues and oversee corrective actions. Prepare and submit
Daily QC Reports
with thorough documentation of all QC activities. Project Compliance & Coordination
Act as the primary liaison with
NAVFAC construction managers, government representatives, subcontractors, and design teams
regarding quality control matters. Ensure all subcontractors and suppliers comply with
contract specifications, NAVFAC standards, and safety regulations . Coordinate with third-party testing agencies and government inspectors for materials testing and validation. Review and approve
submittals, RFIs, and design changes
related to quality standards. Safety & EM 385-1-1 Compliance
Ensure strict compliance with
EM 385-1-1 safety regulations
and project-specific safety requirements. Work closely with the
Site Safety and Health Officer (SSHO)
to identify and mitigate hazards. Participate in job site safety meetings and provide
quality-related safety briefings
to workers. Documentation & Reporting
Maintain all required
QC documentation, including test results, certifications, and inspection logs . Submit
Daily Quality Control Reports (DQCRs)
detailing site observations, deficiencies, and corrective actions. Ensure project documentation aligns with
NAVFAC contract requirements
and is accessible for government review. Prepare closeout documentation, as-built drawings, and final QC reports. Training & Leadership
Conduct
quality control training
for project staff and subcontractors to promote awareness of
NAVFAC quality standards and contract expectations . Mentor and guide assistant QC managers and field personnel. Foster a culture of quality and continuous improvement on-site. Qualifications
Minimum 5-10 years of experience
in quality control management on
NAVFAC, USACE, or other federal construction projects . Bachelor’s degree in Engineering, Construction Management, or related field
(extensive experience may substitute). Experience implementing
Three-Phase Quality Control System
and managing QC programs for government contracts. Knowledge of
NAVFAC Design-Build and Design-Bid-Build projects . Certifications & Training
USACE Construction Quality Management (CQM-C) for Contractors

Mandatory . OSHA 30-Hour Construction Safety Certification
– Required. First Aid/CPR Certification . Competent Person Certifications
