The principal responsibility of the Department Property Officer at the Office of the Secretary’s level is to ensure DPSCS compliance with the Maryland Annotated Code Section 4-306 and the policies and procedures set forth by the Department of General Services and the Department of Budget and Management by exercising general direction of all staff involved with DPSCS state property. Active involvement with the planning, development, interpretation, implementation and evaluation of fixed assets/inventory programs, policies and procedures. Requires originality and creative thought in the modification of existing procedures to improve the agency’s accountability of fixed assets/inventory. Position Duties
Establish and monitor inventory procedures for the Department's various Units/offices/divisions/and institutions. Conduct audits to ensure procedures are being followed. Respond to DGS inquiries regarding DPSCS property/inventory procedures. Maintain the detailed fixed assets (equipment, land and buildings) for the Consolidated agencies in the Department’s approved automated inventory. Prepare and certify the Annual Fixed Asset report for the Department of General Services and State Treasurer. Review DPSCS excess property declarations and Missing/Stolen state property reports for compliancy and content prior to submission to OSEC and DGS. Schedules physical inventory of DPSCS fixed assets (annual/tri-annually). Ensure inventory is conducted, train property/accountable officers and oversee reconciliation of and certificate of inventory records. Coordinates and prepares reports for DGS, DBM and State Treasurer’s office for DPSCS such as annual Building Survey, Insurance and Material/Supplies reports. Minimum Qualifications
Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Three years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
