The Head of IT Portfolio & Service Management is a senior leadership role responsible for architecting and leading the enterprise functions of IT Portfolio Management, IT Service Management (ITSM), and IT Finance within Starr’s global technology organization. This leader builds a cohesive, enterprise-wide view of technology investments, initiatives, and service performance, ensuring programs, projects, BAU activities, and operational services are strategically aligned, governed, and executed to create maximum value. Responsibilities
Strategy, Roadmapping & Alignment: Collaborate with technology and business leaders to develop and continuously iterate the organization’s strategic IT roadmap, align with insurance business goals and regulatory obligations. Budgeting & Portfolio Governance: Facilitate the development and execution of annual IT budgets, investment plans, and a rolling 5-year technology blueprint to guide and govern portfolio management; translate business objectives into actionable investment artifacts and KPIs. Standardization & Best Practices: Lead the adoption of standardized agile delivery methodologies, lean processes, and best practices; establish a unified way to measure productivity and deliverables across IT towers and teams (Delivery, Infrastructure, Security, Operations). Portfolio & Service Management Framework: Develop and implement an integrated IT portfolio and ITSM framework with end-to-end visibility; manage lifecycle stages from intake to closure. Governance, Oversight & Risk Management: Establish governance processes for intake, prioritization, resource allocation, delivery risk, and value realization; monitor execution and escalate issues; oversee risk management, audit readiness, and compliance (incidents, change, disaster recovery, controls). Tooling, Automation & Reporting: Select and evolve portfolio management and ITSM tools; maintain dashboards and reporting for project health, service quality, financial performance, and resource utilization; ensure transparency for IT, business, and executives. Service & Application Lifecycle Management: Oversee deployment and standardization of ALM and ITSM solutions; drive continuous improvement in service delivery, incident/problem management, change enablement, and user experience. Resource & Financial Management: Govern resource planning, skills alignment, and workforce planning; monitor CapEx/OpEx with a focus on FinOps, cost optimization, and budget compliance. Stakeholder Management & Communication: Advise IT leadership and executive committees on portfolio health, service performance, and risks; communicate strategy, KPIs, and progress clearly to diverse audiences. Qualifications
Bachelor’s or Master’s degree in Information Systems, Computer Science, Business Administration, Finance, or related field. 12+ years in IT Portfolio, Service Management, PMO leadership, or IT Finance within the insurance industry, with at least 5+ years in a senior enterprise leadership role. Deep expertise in IT portfolio management, ITSM, resource management, and financial planning for complex organizations. Experience designing and operationalizing standardized delivery methodologies (agile, hybrid, waterfall) and metrics across distributed IT teams. Proven experience with enterprise ITSM, portfolio, and reporting tools (e.g., ServiceNow, Jira/Atlassian, Azure DevOps, Clarity, Planview). Strong financial acumen with a track record in FinOps and cost optimization. Exceptional stakeholder, vendor, and executive engagement skills; change agent capable of aligning disparate teams to common practices. Understanding of IT controls, audit, risk management, and insurance regulatory frameworks. Excellent analytical, organizational, decision-making, and communication skills. Preferred
Certifications such as ITIL Expert, PMP, SAFe, MoP, COBIT, Six Sigma, CPA. Experience deploying portfolio/service management practices for core insurance platforms (Guidewire, Duck Creek, Majesco, etc.). Familiarity with digital transformation, cloud, or data-driven modernization programs. Change enablement/incident response effectiveness; regulatory/audit compliance and risk issue closure.
