The Illinois Office of the Comptroller is seeking applicants for the position of

Auditor III . The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a fiscal watchdog to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. Major Function

Under direction of the Director, PLACE Division, examines books and records of licensees to ensure compliance with the Illinois Cemetery Care Act, the Illinois Funeral or Burial Funds Act, the Illinois Pre-Need Cemetery Sales Act; and the Illinois Crematory Act. The incumbent secures information regarding exempt cemeteries and identifies and effects registration of non-registered exempt cemeteries, as defined in Section 8 of the Illinois Cemetery Care Act. The incumbent investigates cemeteries to ensure that they are well maintained, and performs outreach efforts regarding consumer rights. Responsibilities

Audits accounts of funeral homes and cemeteries to ensure accuracy of records

Verify information on affidavits and assignments are correct Ensure compliance with legislative requirements (licensing, reporting, bonding, and entrustment requirements) Reviews licensee\'s annual reports and investment schedules Examines contracts, securities, etc. Review crematory records for crematory act compliance

Prepares audit work papers, questionnaires and examines reports and submits to Chicago office; follows up on any problems identified by senior staff Performs investigative field checks to ensure the licensing of all custodians of trust funds as required by the various Acts

Contacts banking institutions to determine if trust funds are held for licensed entities Ensures that cemeteries are properly identified and registered or licensed Secures information related to cemetery exemptions (ownership, reason for its exemption such as religious, municipal, State, federal, fraternal or family burial ground, etc.) Follows up on delinquent licensees Determines if required fees have been submitted

Works with licensees to resolve problems identified in audit and explains requirements Performs outreach efforts to various groups concerning consumer rights as defined in the Illinois Cemetery Care Act, the Illinois Funeral or Burial Funds Act, and the Illinois Pre-Need Cemetery Sales Act. This may include oral presentations to educate and respond to consumer inquiries Performs other duties and special assignments that are reasonably within the scope of the duties defined above Minimum Requirements

Requires knowledge, skill and mental development equivalent to four (4) years of college with course work in auditing and accounting. Requires two (2) years of professional experience in public accounting or equivalent auditing experience in a government setting, including experience in auditing books of independent organizational units, partnerships, corporations, or other entities toward expressing an independent opinion on financial statements. Applicants must reside in or contiguous to the assigned location as listed above. This position requires travel, using own transportation. Territory: Cook, DuPage, some Will, some Lake Knowledge, Skills, and Abilities

Thorough knowledge of the Cemetery Care Act, Illinois Funeral or Burial Funds Act, Illinois Pre-Need Cemetery Sales Act, and Crematory Act. Working knowledge of accounting and auditing procedures related to the above acts. Ability to analyze accounting records, including financial statements and reports. Ability to develop and maintain satisfactory working relationships and to deal effectively with problems. Knowledge of effective communication techniques. Willingness and ability to travel; ability to create and manage an audit schedule. Valid Illinois driver’s license; ability to work independently. Benefits
