Analyst/Programmer 1/2/3 (PCN 07-5878) in Juneau, AK. This recruitment is exempt from the Hiring Freeze (Administrative Order 358). This position is in the General Government Unit (GGU) at a Range 14/16/18. ATTENTION ALASKA RESIDENTS! The Department of Labor and Workforce Development, Division of Administrative Services, is recruiting for an Analyst/Programmer 1/2/3 located in Juneau. No Cover Letter Required. NOTE:

This recruitment is open to Alaska residents only. This vacancy is flexibly staffed and may be filled at Level 1, Level 2, or Level 3 depending on the applicant's training and experience. The starting salary will be determined by the level hired.

What You Will Be Doing This position is a flexibly staffed Analyst/Programmer 1/2/3 supporting and enhancing Department of Labor & Workforce Development systems. It will primarily focus on systems supporting the Unemployment Insurance program. The role includes professional development opportunities to progress from Analyst/Programmer 1 to Analyst/Programmer 3. The department uses a variety of tools and languages, with emphasis on learning and using Microsoft development tools such as C#, Visual Studio, .NET Framework, SQL Server, and Windows Server.

Who We Are Looking For We are seeking candidates with some or all of the following position-specific competencies:

Computer Languages : Knowledge of computer languages and their applications to enable a system to perform specific functions.

Database Management Systems : Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data.

Software Testing and Evaluation : Knowledge of the principles, methods, and tools for analyzing and developing software test and evaluation procedures.

Systems Life Cycle : Knowledge of systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems.

Minimum Qualifications Analyst/Programmer Level 1: Successful completion of nine (9) semester hours of college-level coursework in computer languages or system analysis; or three months of actual computer programming experience; or one year of work experience using a computer for analysis (including experience with computer reporting languages, spreadsheets, or statistical packages).

Substitution note:

An applicant who will complete the required college-level coursework within three months of hire qualifies to apply for this job class. Proof of completion is required prior to final appointment and reporting for duty.

Individual positions at each level may require expertise in a particular area of programming or analysis. Recruitment and selection will be based on these requirements. Some positions require a background investigation including fingerprinting.

Analyst/Programmer Level 2: One year of computer programming experience in a recognized computer language, with one year in a business application, scientific application, microcomputer, or computer system user support.

Substitution:

A bachelor's degree in Computer Science (CS) or Computer Information Systems (CIS), or related degree with 18 semester/24 quarter hours of CS/CIS may substitute for all required experience. An associate's degree in CS/CIS may substitute for nine months of the required experience. A similar note about conditional offers applies.

Individual positions may require a particular area of programming or analysis. Some positions require fingerprinting.

Analyst/Programmer Level 3: Two years of computer programming experience in a recognized computer language, with one year in a business application, scientific application, microcomputer, or computer information management support specialty.

Substitution:

A bachelor's degree in CS or CIS, or related degree with 18 semester/24 quarter hours of CS/CIS may substitute for one year of the required experience. An associate's degree may substitute for nine months of the required experience. A conditional offer may be made with completion proof required prior to final appointment; fingerprinting may be required for some positions.
