Overview
Director II role for LTCR Curriculum and Training with Texas Health and Human Services Commission (HHSC) in Bastrop, TX. The Director, LTCR Curriculum and Training works under the general direction of the LTCR Deputy Associate Commissioner for Licensing, Policy, and Training with substantial latitude for initiative and independent judgment. The position manages day-to-day operations for the Curriculum and Training Section, overseeing curriculum development, staff training statewide, and joint training across multiple provider and program types. Responsibilities include creating and implementing training to support state and federal laws, regulations, department rules and policy; developing best practices; establishing quality assurance and performance measurement tools; managing budgets; and ensuring effective use of resources. The Director also responds to inquiries related to curriculum and training from external entities and coordinates LMS development, implementation, and assessment. The Director serves as backup to the LTCR Deputy Associate Commissioner and may perform other duties as assigned.
Responsibilities Supervises unit/staff including planning work schedules, monitoring output, and ensuring compliance with policies and procedures within the LTCR program. Plans and directs the curriculum and training program including statewide curriculum development and implementation functions.
Oversees Learning Management System for development and maintenance.
Provides direction and leadership to managers and staff in developing, implementing, or mentoring program goals/objectives, policies, protocols, or training initiatives; recommends improvements and changes.
Interprets policies, procedures, rules, regulations or standards to staff, applicants, clients, providers, vendors, the public, and public officials.
Prepares management reports, analyzes information, conducts root cause analysis, and responds with supports and solutions.
Establishes controls and priorities, analyzes complex problems, and resolves or escalates issues.
Selects, manages and develops staff through conferences, mentoring, training and performance appraisal.
Maintains current knowledge in the area by reviewing literature, attending meetings, seminars, or networking with professionals.
Performs other duties as assigned.
Knowledge, Skills And Abilities Knowledge of local, state, and federal laws relating to regulation of facilities, agencies, and individuals providing care to people with disabilities and the elderly.
Knowledge of Curriculum, Training, and Learning Management Systems.
Knowledge of organization improvement principles, learning techniques and activities.
Knowledge of policies, procedures, and functions as they apply to regulatory activities.
Knowledge of public administration and management techniques.
Knowledge of program planning and implementation.
Knowledge of the functions of Long-term Care Regulation.
Ability to plan, organize and implement complex Curriculum and Training systems to assure quality and consistency of regulatory activities throughout the state.
Ability to organize large complex information into an understandable format.
Ability to gather, assemble, correlate, and analyze facts.
Ability to devise solutions to problems; to prepare concise reports; to develop and evaluate policies and procedures; and to plan, assign, and/or supervise the work of others.
Ability to provide customer service during stressful situations.
Skill in managing multiple and competing priorities.
Skill in communicating complex information.
Qualifications
Initial Screening Criteria
Graduation from an accredited four-year college or university with major coursework in a healthcare or training field is generally preferred. Experience and education may be substituted for one another on a year-by-year basis. Experience in the management of a business function, division, or department. Five years of professional or management experience in training and curriculum development. Experience with using and overseeing learning management systems.
