This position performs complex managerial work leading the day-to-day operations for the Policy and Rules Section. Responsibilities include interpreting state and federal laws and regulations and department rules and policy, as they apply to program strategic planning; rules and policy development; developing and implementing best practices; establishing quality assurance and performance measurement tools; developing and managing administrative and programmatic budgets; and ensuring effective utilization of resources. The Director is responsible for responses to inquiries related to policy and rules from all external entities, including providers. The Director actively coordinates, participates, and facilitates stakeholder meetings. The Director is a key employee in the LTCR legislative process including but not limited to coordinating and completing bill analysis and providing testimony at hearings. The Director serves as backup to the LTCR Deputy Associate Commissioner of Licensing, Policy, and Training and completes other duties as assigned. Responsibilities (Essential Job Functions)
Directs and manages the operations and activities of the Policy and Rules Unit. Directly supervises senior policy staff, managers and administrative staff. Develops and manages unit budget to ensure the proper and efficient use of available resources. Manages and develops unit staff through consultation, training and performance appraisal. Manages the workload to ensure the equitable distribution of assignments, opportunity for cross training, and timely completion of assignments. Handles CAPPS responsibilities for total staff. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions and scheduling and approving leave. (approximately 30%) Develops, implements, monitors and evaluates standards, policies and rules to support essential operations. Develops and oversees the development of rules, handbooks, policies and policy clarifications. (approximately 10%) Establishes working relationships and feedback processes to ensure that rules and policies consider stakeholder input and align with HHSC rules, policies and initiatives. Serves as point of contact for federal, state and local agencies; consumer, advocacy and provider groups. Participates in task forces, committees and interagency workgroups. Works with advocates and providers to address regulatory issues. Attends regular meetings with internal and external stakeholders. Analyzes data, prepares reports and presents to diverse groups. (approximately 20%) Prepares and presents proposed rule packets at meetings of the HHS Executive Council. Represents the department by developing presentations, providing information and testimony, and collaborating with stakeholders. (approximately 10%) Reviews and analyzes legislation related to regulated entities, tracks bills, prepares bill analyses, and provides testimony at hearings. (approximately 10%) Serves as resource for legislators, government entities and the public. (approximately 10%) Establishes short-, mid-, and long-term unit goals; develops guidelines, procedures, policies, and rules; coordinates with LTCR and HHSC sections to align with strategic direction. (approximately 5%) Attends work on a regular and predictable schedule and performs other duties as assigned. (approximately 5%) Knowledge, Skills And Abilities (KSAs)
Knowledge of local, state, and federal laws relating to regulation of facilities, agencies and individuals providing care to people with disabilities and the elderly. Knowledge of policies, procedures and functions as they apply to regulatory activities. Knowledge of public administration and management techniques. Knowledge of program planning and implementation. Knowledge of the functions of Long-term Care Regulation, preferred. Ability to organize large, complex information into an understandable format; gather, assemble, correlate, and analyze facts; devise solutions; prepare concise reports; develop and evaluate policies and procedures; and supervise others. Ability to provide customer service during stressful situations; manage multiple and competing priorities; communicate complex information. Qualifications
Initial Screening Criteria: Graduation from an accredited four-year college or university with major coursework in a healthcare or policy field is generally preferred; experience and education may be substituted year-for-year. Experience in management of a business function, division, or department. Experience with MS Word, MS Excel, and MS PowerPoint.
