Overview
Senior Java Programmer – ITS5 at Minnesota IT Services (MNIT) serves the Department of Human Services (DHS). This position is a remote/telework eligible role located within the continental United States. The work supports MNIT DHS applications, including systems that provide health care coverage, child protection and welfare services, and services for Minnesotans with special needs.
Responsibilities
Provide senior-level Curam technical expertise to design, develop, and maintain MNIT DHS web applications.
Mentor development staff in Java programming and object-oriented technologies (XML, SOAP, WSDL, web services, SOA).
Set technical standards and design guidelines; recommend tools and methodologies; guide long-term architectural decisions for scalable, maintainable solutions.
Serve as the technical lead for the State Medical Review Team (SMRT) application; oversee performance, diagnose production issues, and manage enhancements or defects.
Assess user needs, prioritize tasks, and delegate work to development staff to ensure effective technical operations and continuous system improvement.
Ensure solutions interoperate across state, county, and external systems.
Minimum Qualifications Position requires a minimum of five (5) years of IT-related experience with Java and supporting software tools/frameworks in a complex enterprise environment. Experience must include:
Working with IBM Curam Social Program Management (SPM): customization, development, deployment.
Web services technologies: SOAP, REST, XML, WSDL; implementing SOA.
Build/deploy tools (Jenkins, Maven, Git) and code versioning/merges.
Experience mentoring/judging code quality, conducting reviews, and enforcing coding standards.
Experience with state or federal security standards.
Strong verbal and written communication to facilitate mutual understanding.
Customer service skills including active listening, empathy, and problem solving.
Education substitutions: master’s degree substitutes for 3 years of experience; IT-related bachelor’s for 2 years; IT-related associate’s for 1 year.
Preferred Qualifications
Experience translating complex technical concepts for diverse stakeholders and aligning business needs with technical solutions; strong attention to detail and time management.
Minimum of two (2) years working on the Minnesota State Medical Review Team's application.
Effective cross-team communication and collaboration across agencies, counties, and tribal organizations.
Six (6)+ years of Java/JEE development in enterprise/public sector environments, with six (6)+ years of IBM Curam SPM development and integrations.
Public sector IT experience, particularly Medicaid-related systems or human services applications; leadership in strategic IT planning, architecture, or standards.
Experience in Agile/Scrum, accessibility, and compliance requirements.
Certifications such as IBM Certified Curam Developer, Oracle Certified Java Programmer, or TOGAF.
