About the Role Raytheon is looking for an experienced Procurement Specialist to join its Advanced Fighter System (AFS) Acquisitions team in El Segundo, CA or McKinney, TX. This position will support the Advanced Products & Solutions SBU (Strategic Business Unit) and reports directly to the Sr. Manager of Procurement and Subcontracts for AFS.
What You Will Do
Develop and manage a portfolio of subcontracts and procurement activities.
Participate in gate reviews and capture/proposal efforts, and facilitate relationships across organizations and suppliers.
Ensure all subcontracts and purchase orders are fully compliant with policies/procedures and the Federal Acquisition Regulations.
Perform procurement and supplier management functions in support of U.S. Government subcontracts.
Administer low and high dollar POs and subcontracts, including Firm Fixed Price (FFP) and potentially other contract types (e.g., cost type agreements or long‑term agreements).
Handle POs/subcontracts ranging from $100k to >$20M; place POs efficiently in a fast-paced environment while integrating with program teams for complex procurements.
Develop sourcing and procurement activities from development through production and final contract close out.
Develop tactical and strategic supplier relationships; monitor incoming material supply to fully support MRP; interface with IPTs, Engineering, Production Control, Operations, and Program Management.
Develop supply chain strategies and alternatives; perform risk analysis and mitigation planning.
Lead the supplier management team; manage RFPs, requirements flow-down, negotiation strategy, and multi-functional negotiations; negotiate price, delivery, payments, and contractual terms; oversee PO placement and maintenance; Earned Value Management and milestone monitoring.
Communicate clearly, be proactive in a fast-paced environment, and facilitate tasks to completion.
Work a hybrid schedule (approximately 2–3 days onsite per week in El Segundo, CA or McKinney, TX) and a 9x80 schedule with every other Friday off.
Qualifications You Must Have
Typically requires a University Degree or equivalent experience and minimum 5 years of relevant experience, or an Advanced Degree with minimum 3 years experience.
Experience with DoD procurement/subcontract compliance with Public Laws, Policies, FAR/DFAR, ITAR and import/export requirements.
The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
Experience in leading formal negotiations (price, schedule, and supplier flow‑down exceptions).
Experience with supplier management and supporting procurement/subcontract teams.
Experience working in an Integrated Product Team (IPT) environment and interfacing with internal customers at all levels.
Experience developing and delivering presentations (verbal and/or written) to key stakeholders.
Knowledge of import/export regulations (ITAR/EAR).
Active Security Clearance: DoD or SSBI preferred.
