Overview Security Analyst, Office of the Chief Security Officer. The Security Analyst is responsible for collecting, managing, editing, and analyzing digital multimedia Body-Worn Camera (BWC) footage and related data, and using Geographic Information Systems (GIS) technology to support law enforcement operations and strategic decision-making. This role combines data management, statistical analysis, and GIS mapping to deliver actionable insights to PAPD Commanding Officers and Chief Security Office Executive Staff. The selected candidate will provide professional oversight, administrative, and technical support for the PAPD’s Body-Worn Camera Program and GIS initiatives, including cataloging, redacting, and safeguarding evidentiary and non-evidentiary material, and ensuring compliance with agency and state confidentiality policies.

Responsibilities

Collect, manage, and analyze digital multimedia evidence and related data from Body-Worn Cameras.

Develop and maintain GIS datasets, maps, dashboards, and spatial analysis products to support law enforcement, crime trend analysis, and operational decision-making.

Utilize the ESRI ArcGIS platform (ArcGIS Pro, ArcGIS Online, dashboards, and other ESRI tools) to visualize and present data.

Create geospatial products such as heat maps, incident density maps, spatial statistics, and trend analyses to inform PAPD Command Staff about crime series, patterns, and deployment strategies.

Develop statistical data resources to facilitate proactive and targeted investigations, preventive enforcement, and officer training.

Collaborate with the Police Department’s BWC Unit to improve data collection and retrieval processes.

Conduct statistical, spatial, and strategic analyses to prepare monthly, quarterly, annual, and ad hoc reports.

Create written and oral presentations with maps, charts, and graphs.

Ensure accurate retention, classification, and redaction of digital evidence in compliance with legal and policy requirements.

Support record management functions, including scanning, indexing, and purging, in compliance with public records law.

Perform other duties as assigned by the Supervisor.

Minimum Qualifications

Bachelor’s degree in Cybersecurity, Criminal Justice, Public Administration, Geography, GIS, or related field.

Minimum of two (2) years’ experience working with Public Safety, Law Enforcement, or GIS applications.

Demonstrated customer service, problem-solving, and interpersonal skills.

Strong ability to manage complex projects, prioritize multiple assignments, and resolve conflicts effectively.

Excellent oral and written communication, including data visualization and presentations.

Advanced proficiency in MS Office (Excel, Word, Outlook), data entry, and database tools.

Experience with ESRI ArcGIS Suite (ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise) for mapping, data management, and analysis.

Desired Qualifications

GIS certification (e.g., ESRI Technical Certification, GISP) preferred.

Experience designing and maintaining GIS data layers, geodatabases, and metadata standards.

Ability to integrate BWC data, CAD/RMS records, and GIS platforms to provide comprehensive analytical products.

Strong computer skills, including video playback, audio/video file conversion, and spatial database management.

Knowledge of performance measurement methodology and investigative techniques.

Ability to interpret and present complex qualitative and quantitative data in clear and actionable formats.

Ability to manage multiple projects simultaneously and meet deadlines.

Attention to detail, innovative thinking, and a commitment to public service.

Self-starter with vision, able to translate ideas into practical outcomes.

Ability to exercise independent judgment while maintaining confidentiality in sensitive matters.

Proven ability to develop and maintain effective working relationships across diverse stakeholders.
