Overview

Senior Principal Subcontract Administrator at BAE Systems, Inc. GOCO facilities. This role supports chemical manufacturing and industrial construction programs at the Holston & Radford Army Ammunition Plants, from proposal preparation through contract closeout. Location/Travel/Schedule: up to 10% travel. Responsibilities

Serve as a subject matter expert for the Supply Chain department for review and negotiations of terms and conditions. Review and negotiate terms and conditions for services, major subcontracts, teaming agreements, commercial items, federal regulations, and general purchases. Support terms and conditions negotiations for purchases and subcontracts. Solicit and evaluate proposals, negotiate and prepare complex subcontracts, monitor subcontractor performance, and document subcontract files in accordance with Procurement Policies and Procedures. Identify potential sources for required materials or services and develop and issue Requests for Proposals (RFPs). Receive, review, and negotiate subcontractor proposals. Lead the sources selection process by guiding the proposal evaluation team in fact finding, technical evaluations, and cost/price analysis. Negotiate subcontract terms and conditions including estimated cost/price, delivery, quality, and performance requirements. Develop and negotiate required special terms; conduct independent cost/price analysis as needed. Document the entire negotiation process. Develop the subcontract document; ensure compliance with Government, Corporate, and Company requirements; obtain management approval prior to issuance to the subcontractor. Serve as subject matter expert for sub contractual matters under the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS). Support the subcontract administration team from award through completion to ensure compliance with all terms and conditions, including price, schedule, and quality. Coordinate and participate in subcontractor surveys and program reviews. Review and monitor payments, commitments, and funding status. Negotiate subcontract changes and respond to formal subcontract inquiries and issues. Provide subcontract status as required. Develop, negotiate, and issue teaming agreements, non-disclosure agreements, and memorandum of understanding. Provide subcontract advice and counsel to program managers, engineering personnel, and other related functions such as finance, quality, and contract administration. Enter administrative and financial data on subcontracts into various subcontract databases. Support Purchasing group as necessitated. Perform subcontract close-out and lead process improvement and program initiatives. Required Education, Experience, & Skills

Bachelor\'s degree and 8+ years related Supply Chain/Legal experience or equivalent education/experience Extensive, demonstrated knowledge of FAR/DFARS Experience with negotiating terms and conditions for major subcontracts Experience as a Subcontract Administrator Able to multi-task and adapt to shifting priorities Proficient in MS Office (Word, Excel, PowerPoint) Excellent written communications skills Candidate must be team-oriented, helping build trust and positivity Preferred Education, Experience, & Skills

Master\'s Degree in Procurement or Supply Chain Management Law Degree from accredited law school Experience with international procurements Experience with teaming agreements Experience in Industrial Construction Experience in Department of Defense (DoD) Modernization Experience in Government Owned Contractor Operated (GOCO) Experience in International Traffic in Arms Regulation (ITAR) Experience in Export Administration Regulation (EAR) Pay Information

Full-Time Salary Range: $105,835 - $179,920 Please note: This range is based on our market pay structures. Individual salaries are determined by factors including skills, education, experience, local market conditions, and internal equity. About BAE Systems Platforms & Services
