HUMAN RESOURCES ANALYST – RECRUITMENT AND CLASSIFICATION Regular Full-Time Employment Opportunity Individuals in this classification receive a 3.5% confidential premium which is included in the advertised rates. The City of Sunnyvale is recruiting for a Human Resources Analyst in the Recruitment and Classification Division. In this fast-paced position, the incumbent coordinates and administers recruitment and examination processes, develops job related selection procedures, performs statistical analysis of examination processes, and assists with classification studies. This work is done in a collaborative team environment following the City's values of integrity, leadership, and respect. Job Description In addition to the above, the following duties are also performed by the Human Resources Analyst: Assists with planning and coordination of major research or administrative projects; compiles and analyzes data pertaining to personnel program policies and issues. Assists in the development and implementation of department or Citywide goals, objectives, policies and procedures; educates employees and managers on policies and legal compliance; analyzes and recommends strategies to improve effectiveness of operation. Assists in analyzing data and preparing reports related to area(s) of assignment; conducts and responds to surveys. Plans, develops, coordinates and presents training sessions related to area(s) of assignment; may prepare and conduct training classes for City employees. Utilizes computer software applications to support and conduct recruitment and selection, compensation, classification, workers' compensation and safety, labor relations and employee development activities depending on the area(s) of assignment. Assists with department budget preparation, analysis and administration; monitors expenditures; approves invoices and purchases; may be assigned responsibility for department-wide budget monitoring. May represent the Human Resources Department in interdepartmental, interagency and public meetings; acts as staff to and/or serves on committees and task forces as assigned. May act as a lead-worker to assigned clerical and technical staff; directs and assists with the evaluation of assigned staff. Responsibilities
Develops, plans, coordinates and administers recruitment and examination processes, including job analysis, recruitment plans and outreach to attract a diverse applicant pool. Designs and develops job related selection procedures. Evaluates employment applications. Develops examination schedules and administers various exams and assessment instruments. Performs statistical analysis of examination results. Oversees preparation of job announcements, employment advertising and other recruitment materials. Attends job fairs and events to publicize City opportunities. Provides information and advice to applicants concerning employment opportunities and examination procedures. Assists with conducting classification studies, gathering information, surveying other agencies, auditing positions by questionnaire and interview, and preparing or revising classification specifications. Qualifications
Education and Experience: A Bachelor's degree from an accredited college or university in personnel administration, business, public administration or a related field, AND two years of technical or professional level human resources experience. Knowledge and Abilities Working Knowledge of principles and practices of human resources administration, including recruitment and selection, HRIS, employee benefit programs, workers' compensation claims management and administration, safety program administration, training, employee development and/or employee relations, depending on assignment. Legal and professional standards and procedures related to development, administration and validation of assessment instruments, if assigned to Recruitment and Classification. Methods and techniques of record keeping and report preparation and writing; proper English, spelling and grammar. Office practices, methods and equipment, including computers and software. Applicable federal, state and local laws, codes and regulations related to assignment. Some Knowledge of: Principles and practices of program and system development, administration and evaluation; research methods and statistical analysis; basic principles of supervision and training. Ability to: Analyze complex administrative and technical issues and make appropriate recommendations; exercise initiative and sound judgment; work with a customer service focus; organize and prioritize work; independently develop and coordinate systems, programs and procedures; learn complex principles and regulations; interpret and apply laws and regulations; develop revisions to standard operating procedures; direct and train staff; make sound decisions; make public presentations; maintain accurate records; communicate clearly both orally and in writing; follow directions; work independently and as a team; establish and maintain relationships; observe safety principles. Licenses and Certificates
Possession and continued maintenance of a valid class C California driver's license and a safe driving record, or the ability to provide alternate transportation approved by the appointing authority. Desirable Qualifications

A pre-employment process may include a background check and medical examination.
