Overview
The City of Saint Paul is seeking an Asset Manager to help safeguard and strengthen one of the region’s most vital public resources—our drinking water system. Saint Paul Regional Water Services (SPRWS) provides safe, reliable drinking water to more than 450,000 people every day through an extensive system of treatment facilities, pump stations, storage reservoirs, and over 1,100 miles of distribution mains. Maintaining and improving this system is critical to public health, environmental stewardship, and the long-term resilience of our community.
As a key member of the Engineering Division, the Asset Manager will play a central role in shaping how SPRWS plans, maintains, and invests in its infrastructure. This position will drive the development of a comprehensive, utility-wide asset management program, guide the use of cutting-edge tools like WACS and GIS, and help ensure our decisions are data-driven, cost-effective, and aligned with national best practices such as AWWA and ISO 55000.

Responsibilities
Plan and coordinate preventive maintenance, repair, and improvement of water utility assets, including pumps, treatment plants, distribution mains, and related structures.
Provide oversight, expertise, and management of the Enterprise Asset Management System (EAMS), ensuring consistent data entry, system administration, and cross-departmental coordination.
Collaborate with the utility’s operations, engineering, and administrative divisions to standardize asset management practices, develop a comprehensive asset management plan aligned with AWWA and ISO 55001 frameworks, and leverage GIS and other digital tools.
Assist with capital improvement planning and collaborate closely on budget and financial planning.
Make personnel decisions including hiring, disciplining, and training staff.

Qualifications
A bachelor’s degree in engineering, construction management, business administration, water resource management, or a closely related field.
Six years of progressively responsible professional experience in water utility construction, infrastructure maintenance, plant operations, or related fields. At least three years must include supervisory or lead work experience overseeing complex asset or infrastructure projects.
A combination of education and experience to equal 10 years or more can be used to qualify for the position.
