Overview
This position is central to strengthening the community’s resilience and advancing the local emergency management program. It offers the opportunity to connect with civic groups, industry partners, and community organizations through presentations and outreach that build awareness, preparedness, and trust. By serving as a visible advocate for readiness, the role helps ensure that citizens are equipped with the knowledge and resources to respond effectively to potential emergencies.
Responsibilities Equally critical is the responsibility for leading operations within the Emergency Operations Center. This includes maintaining the EOC in a constant state of readiness, managing activations during emergencies, and ensuring smooth communication and coordination among response teams. The position also develops and delivers training and exercises for EOC staff, keeping procedures aligned with the most current practices and compliance standards. Success in this role calls for strong leadership, organizational excellence, and the ability to perform under pressure—qualities that directly support the safety and well-being of the community before, during, and after a disaster.
Oversees the development, maintenance, and regular updates of the County’s Emergency Operations Plan (EOP), Continuity of Operations Plan (COOP), and Hazard Mitigation Plan (HMP).
Coordinates with local, state, and federal partners, including North Carolina Emergency Management, to strengthen preparedness, response, and recovery capabilities.
Manages the County’s WebEOC platform to provide real-time situational awareness and enters critical data into the State WebEOC system.
Collaborates with the National Weather Service (NWS) to share and receive localized forecast data to enhance operational decision-making during emergencies.
Ensures compliance with SARA Title III by maintaining Tier II hazardous materials reports and serving as the County’s Hazard Communication Coordinator.
Plans, coordinates, and conducts emergency exercises and trainings to test and improve emergency plans, procedures, and staff readiness.
Maintains an inventory of emergency resources and assists with damage assessments, cost tracking, and after-action reporting during incidents.
Acts as liaison to county departments, municipalities, schools, utilities, military installations, volunteer organizations, and other key partners during emergency operations.
Provides outreach and training to schools, businesses, and community groups on disaster preparedness, continuity planning, and hazard awareness.
Participates in professional development and NIMS/All-Hazards training to stay current with best practices and continuously improve the County’s emergency management program.
Qualifications Graduation from an accredited four-year university or college with a major/degree in business administration or an emergency service-related field and five (5) years of progressively responsible experience planning and implementing emergency service response plans and activities; or an equivalent combination of education and experience.
Knowledge of the methods, procedures and policies of Cumberland County to performance the essential duties of the position
Knowledge of principles and practices of directing emergency services response programs to include developing response plans; coordinating manpower, resources, and efforts of numerous agencies and services
Knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position
Knowledge of the organization of the department, and of related departments and agencies
Skills providing training and performing related administrative functions
Ability to establish and maintain cooperative and effective working relationships
