The WEROC Coordinator is distinguished as the entry-level class in the WEROC series and is distinguished from the WEROC Specialist in that incumbents in the latter class perform more complex and challenging emergency management functions including developing, coordinating, and maintaining emergency management programs and require a higher degree of independent judgment. Supports the implementation of grant funding opportunities. Assists in coordinating assigned activities with other MWDOC Departments and staff as needed. Responsible for the coordination and maintenance of the member agency contact management system. Emergency Operations Center (EOC): Provides support and assists the department with maintenance and readiness of the Emergency Operations Centers (EOC) and Mobile Command Vehicle to ensure a state of readiness including assisting with maintenance and replacement of communication systems, computers and software, backup generators, and general facilities and supplies. Supports maintenance activities related to EOC communication systems, resource lists, computer and AV systems, WEROC member agency maps, and other EOC resources. WEROC Plans and Training: Assists with the maintenance of the WEROC Emergency Operations Plan and coordination of all supporting response plans to be in compliance with local, state and federal requirements. Assists in the maintenance and update of the WEROC Hazard Mitigation Plan to include conducting planning meetings, gathering critical information, and reviewing member agencies’ information. Assists in training exercises for WEROC EOC staff and WEROC member agencies in planning, preparedness, response, and recovery efforts. Outreach: As assigned, participates in and represents MWDOC, WEROC and its member agencies at various local and county meetings, associations and organizations; builds partnerships to support the exchange of information and materials in preparation for and during disaster response and recovery. Assists in updating program brochures and outreach materials and with WEROC social media accounts, as needed. Disaster Response: Responds to the EOC upon activation; assists in the response to declared disasters within Orange County during and after regular working hours. Contributes to the development of after-action/corrective Action reports, as needed. Must be comfortable driving the WEROC Mobile Command vehicle, 25’ Sprinter Van. Research, analyze, and interpret data; identify emerging issues; and recommend improvements to emergency management programs. Coordinate and administer a comprehensive emergency services program in collaboration with internal staff and external agencies. Present, discuss, and communicate emergency services activities, programs, and policies to senior management and/or the Board. Design, deliver, and facilitate emergency management exercises, training programs, and meetings. Operate computers and related software applications; learn and adapt to new technology platforms, including internet-based tools and communication systems. Independently organize, prioritize, and manage multiple projects in a fast-paced environment. Gather and analyze data to prepare clear, concise, and comprehensive reports. Exercise sound independent judgment within established procedures and guidelines, and identify when decisions require management input. Respond effectively and diplomatically in stressful or sensitive situations. Analyze complex problems, evaluate alternatives, and develop logical solutions. Listen actively, follow instructions, and communicate effectively, both orally and in writing. Establish and maintain cooperative and professional working relationships with management, co-workers, partner agencies, and the public. Education and Experience: Graduation from a four-year college or university with major coursework in emergency management, public policy, business/public administration, or a closely related field is desirable. Three to five years of progressively responsible professional experience based on a proven track record in emergency management, business continuity, disaster planning, or public administration. Public sector experience is highly desired. An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered. Other Requirements: Possess and maintain a valid California driver’s license and automobile insurance under the terms of the District’s Vehicle Insurance Policy, as this position requires driving. Must be able to travel to various locations within the County to fulfill program needs and job responsibilities. Must be available for emergency response activation, including evenings, weekends, and holidays. All District employees are designated Disaster Service Workers under California state law and are required to participate in emergency planning, training, exercises, and response activities. Required Training and Certifications: SEMSG606, ICS 100, 200, 300, 400, IS-700, IS-800, G191, G611 (EOC Series), and G626. Preferred Advanced Certifications (at least one current certification required): Emergency Management Outreach Instructor (EMOI): Must hold a valid Cal OES/CSTI EMOI number. ICS Instructor: Must possess an L-449 Certificate and current State of California approval as a certified ICS Instructor. Master Exercise Practitioner (MEP). Working Conditions and Physical Activities: Environment: Primarily office-based with standard equipment; may also work at off-site locations or in field/disaster environments. Schedule: Must be available to work extended hours, evenings, weekends, holidays and/or during emergencies or special assignments. Travel: Required to travel locally and out-of-county by car, bus, train, or air for meetings, training, and emergency response. Field Conditions: Position will be required to work in disaster areas with exposure to smoke, ash, debris, or other adverse environmental conditions.
