$60,132 - $80,820 Annually The Early Learning Child Care Subsidy Programs is looking for a public service‑oriented individual to supervise Public Benefit Specialists who determine eligibility for the Child Care Programs. The Opportunity: As a Public Benefits Specialist 5 (PBS5) you will hire and supervise a team of Public Benefit Specialists 1-4 in an on-site and virtual financial unit setting. The incumbent ensures workers are held accountable for attendance, training, accuracy, and overall job performance as well as professionalism. You will manage by reviewing and understanding the Work Force Optimization (WFO) program to ensure staff receive fair work across teams and workload demand. You will provide direction on staff needs if the WFO system is inoperable and, as the supervisor, provide coaching to staff to support growth and development in their current roles and future career goals.
Some of what you’ll get to do: Establish unit workloads and quality standards, review complaints and eligibility determinations. Control overall flow of work processed by the unit. Arrange timely technical and professional training for staff, including the agency Core Training for Public Benefits Specialists. Conduct virtual unit meetings with staff (monthly) and in-person unit meetings (quarterly). Conduct 1:1 meetings with staff (monthly) to discuss expectations and performance. Explain policies and procedures regarding eligibility for Child Care Subsidy to staff. Organize timely technical and job development training for staff and coach employees on effective customer service, community referrals and CCSP eligibility. Analyze, monitor and assign unit tasks, workload and performance standards to ensure smooth workflow. Complete employee performance appraisals and annual evaluations; develop and track improvement plans to address poor performance. Hire new staff and ensure they receive appropriate and timely training. Submit monthly reports to the management team regarding unit performance.
Required qualifications: One year of experience as a Public Benefits Specialist 3 or 4. Six months of the required experience must be in a call center environment AND previous experience reading and interpreting Washington Administrative Code (WAC) and other procedural and policy manuals, OR knowledge of departmental rules governing Working Connections Child Care. Bachelor’s degree and three years of experience examining/processing medical insurance or rehabilitation claims, unemployment insurance claims, or a job providing staff support in public assistance eligibility determination, or in a role analyzing, verifying, and evaluating financial data and information. Equivalent combination of education and experience determining eligibility for financial, medical, food, long-term services and support programs, childcare and equal access benefits totaling four years. In addition to those required qualifications, our ideal applicant will also have some or all of the following: Prior experience with the department and division policies and procedures. Experience performing supervisory tasks such as interviewing, hiring, training, assigning and directing work, and evaluating staff. Experience managing or administering large programs with significant monetary impact in a professional office environment. Experience leading or managing projects. Experience using a personal computer and applicable software to monitor performance expectations.
