Overview The Aurora Police Department seeks to hire an ambitious Data Analyst for a position within the Professional Standards Section / Crime and Data Analysis Section, with an emphasis on strategic crime analysis. The selected candidate will work in an environment of high demand, performing analysis duties and developing analysis products in support of APD’s rapidly evolving Crime and Data Analysis efforts. This person will work closely with the department’s Business Intelligence and Quality Assurance sections, District crime analysts, and Command Staff to respond to requests (internal and external), optimize reporting, and implement automation. Priorities and projects will vary widely topically but the function will be data analysis and administrative reports.
Responsibilities
Use a variety of computer applications, electronic spreadsheets, mapping software, word processing, and statistical applications to conduct crime and data analysis.
Identify and collect data factors using a variety of police reports to track patterns, forecast trends, and report actionable findings that inform resource deployment.
Extract, transform, and load (ETL) data from a variety of sources that can be used for tactical and strategic crime analysis.
Create, maintain, and develop high quality dashboards that provide easy to understand analysis on a variety of crime related topics.
Query public safety databases (RMS, NCIC/CCIC, Accurint, Lumen, Linx, etc.) to collect, analyze, interpret, evaluate and disseminate crime, arrest, intelligence, operational, and procedural data using modern data and program analysis techniques.
Correlate new information with existing information to identify emerging, evolving or existing patterns, series, and hotspot activity.
Attend team meetings to receive and provide relevant information.
Work to identify new solutions to connect data to strategic decision-making and resource deployment.
Prepare real time analysis, monthly summaries; publish and disseminate said materials as requested.
Clearly present information about analysis and findings to internal and external partners who do not have a background in analysis.
Compile, create, and present materials used for problem-solving meetings to inform Executive and District Command, Business Intelligence, and other entities as needed.
Prepare PowerPoint presentations, maps, graphs, charts, tables and other illustrative devices that organize and simplify information to support investigations, police administration, and quarterly annual reports.
Utilize ArcMAP/ArcPRO to prepare a variety of map products as well as to conduct geospatial analysis on public safety data.
Connect with data analysts and crime analysts internal and external to the city to facilitate a cooperative relationship that enhances support of public safety and facilitates and furthers investigative leads for law enforcement.
Respond to ad hoc requests for information.
Performs other related duties as assigned.
Minimum Qualifications & Working Conditions An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education:
Bachelor's Degree in Computer Science, Data Science, Information Systems, Statistics, Business Administration, or other related field
Experience:
Two (2) years of experience as a data analyst.
Experience related to the use of data, relational databases, software and technical troubleshooting.
Demonstrated knowledge of working with SQL
Preferred Qualifications:
Two (2) years of experience as a crime researcher or crime analyst working with data related to public safety (law enforcement, court or corrections) or comparable.
Experience conducting administrative analysis and compiling statistics.
Familiarity with commonly used law enforcement or public safety software, applications and databases.
Ability to write queries against data sources that allow forward-looking strategic insights for our District and Department to use in decision making.
Knowledge:
Knowledge of analytical skills and techniques used for data analysis.
Knowledge of Microsoft Office programs and relational databases.
Knowledge of mapping software, intelligence applications and open source sites used to identify pertinent information and conduct analysis.
Skills:
Organizational, multitasking and prioritization skills to quickly assess, analyze and contend with a variety of situations.
Skilled in conducting analysis, compiling statistics and presenting findings.
Skilled in the use of personal computers, databases, software programs and applications.
Critical thinking, attention to detail and adaptability to new information.
Abilities:
Able to establish and maintain working relationships with others in law enforcement and intelligence communities, City of Aurora employees and its citizens.
Willing and able to proactively and independently learn new software, databases, and analytical techniques.
Able to maintain confidentiality.
Able to communicate effectively both orally and in writing; accurately analyze data; and make clear, concise and actionable presentations or graphics.
Able to uphold inter and intradepartmental practices, standards and policies.
Ability to pass a thorough background investigation and obtain a security clearance due to handling of sensitive information.
Licenses And Certifications Required:
NCIC/CCIC certification preferred
This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
Working Conditions Essential Personnel:
When a local announcement of emergency or disaster is declared by the city, all City of Aurora employees may be required to work as essential personnel.
Sedentary physical work requiring ability to lift a maximum of 10 pounds
Occasional lifting, carrying, walking and standing
Vision to analyze data and read and interpret reports, documents and other written information
Hand/eye coordination for operation of computer keyboard
Speech communication, hearing and listening to maintain communication with employees and citizens
Work Environment: Works in the office. Remote work is not currently an option with the PD.
Equipment Used: Personal computer and office equipment.
