Responsible for IT Service Management (ITSM) leadership as an IT Specialist – ITSM in the Office of Chief Information Officer (CIO), Arlington, VA. This position is a reassignment/promotion within USPS OIG and is open to current USPS OIG, USPS, USPIS, and Postal Regulatory Commission employees only. Lead the design, development, and implementation of IT-aligned processes across ITSM (incident, change, problem, service request, etc.). Provide expert advice on ITSM processes, frameworks, and methodologies to manage IT service delivery. Implement IT processes within an ITSM platform, ensuring best practices, policies, and regulatory compliance. Configure, administer, and maintain an ITSM platform, including security management of user roles and access controls. Lead and provide technical support for ITSM issues; author and maintain documentation on ITSM processes and configurations. Deliver training to end-users and IT staff; integrate ITSM with other IT systems and data sources. Stay current with ITSM platform features and apply enhancements; translate business requirements into technical specifications. Collaborate with stakeholders; support cross-functional project teams; apply Agile methodologies; communicate effectively with customers and team members. Requirements

MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Bachelor’s degree in computer science, information systems, or related discipline from an accredited college or university AND At least 7 years of specialized IT experience in ITSM (design, documentation, development, modification, testing, installation, integration, implementation, and support of ITSM software) AND At least 5 years of ServiceNow ITSM experience in development or consulting AND Certifications in: ServiceNow Certified System Administrator; ServiceNow Certified Application Developer DESIRABLE QUALIFICATIONS Advanced degree in IT or related field Proficiency with Microsoft Azure DevOps for Agile projects Experience with Dynamics 365 and Power Platform in Azure; PowerApps integration with Azure services EVALUATION FACTORS
