Job Summary:
The Lab Quality and Safety Mgr is responsible for maintaining a working knowledge of laboratory quality, regulatory and safety requirements relative to the College of American Pathologists, CLIA, CMS and TJC guidelines. The incumbent will under the direction of the Director of Laboratory Services and oversight from the Medical Director, conduct internal auditing to ensure Network compliance with CAP and other regulatory agencies. Responsible for quality control, laboratory safety, regulatory compliance and performance/process improvement. Coordinates standard operating procedures (SOP) and document management control.
Essential Job Functions & Accountabilities
Maintains departmental employee files and records according to state, federal, CAP, HIPAA, JCAHO, and JPS guidelines. Assists technical leaders to coordinate the timely review, revision and approval of the lab policies/procedures. Ensures that departmental policies/procedures are consistent and promote compliance with CAP, CLIA, Joint Commission and other agencies. Provides oversight for quality control program in compliance with applicable regulatory standards to include reagent inventory control and management of reagent and QC lot numbers. Provides education, annual competencies and training to staff as directed and with the assistance of department technical leaders. Assists with the development, review and reporting of quality monitors for all lab sections and reports to the appropriate management groups under the direction of the Lab Medical Director and the Director of Laboratory Services. Assists technical leaders with writing validation plans and summaries for new equipment and testing. Manages unusual occurrence reporting including statistics, records and reporting to the appropriate management groups under the direction of the Lab Medical Director and the Director of Laboratory Services. Works with the Director of Laboratory Services in the delivery of a clear and concise quality plan and ensures all staff are knowledgeable of ongoing quality indicators and the goals of the quality management program. Ensures through collaborative effort with appropriate nursing and physician leadership personnel in all Network lab testing sites and functions comply with lab regulatory standards, including but not limited to those established by CLIA’88, CAP, FDA and other regulatory agencies that appropriate records and documentation are maintained. Provides routine internal auditing for safety and CAP compliance assuring adherence to regulatory standards and that processes mirror approved SOPs. Develops, plans, implements, and evaluates educational activities that foster the development of competent learners through orientation, competency validation, in-service trainings, and continuing education. Maintains records of training activities and competencies. Works with partner MT and MLT programs providing student guests a clinical experience that is in accordance with the values of JPS. Participates in nurse training as it relates to lab specific functions such as phlebotomy and POC testing. Develops, plans, implements and evaluates process improvement opportunities focused on the delivery of precise quality services in the lab. Qualifications
Required Qualifications:
Bachelor's Degree in a Chemical, Physical, Biological, or Clinical Laboratory Science or Medical Technology from an accredited college or university. Documented evidence that meets qualifications as established by the Clinical Laboratory Improvement Amendment of 1988 (CLIA ’88) are met. Intermediate level experience in Microsoft Office Suite Word and Excel software Experience using College of American Pathologists (CAP) document management and related compliance management tools. 6 plus years of clinical laboratory experience. 2 plus years of leadership experience.
Preferred Qualifications:
Masters Degree in a Chemical, Physical, Biological, or Clinical Laboratory Science or Medical Technology from an accredited college or university. American Society for Clinical Pathology (ASCP) MT or MLS Certification.
