OPEN COMPETITIVE - EMERGENCY APPOINTMENT ABOUT THIS EMERGENCY APPOINTMENT: The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Economic Opportunity is seeking qualified candidates to fill an Administrative Services Manager II vacancy in the department’s Policy and Strategy Division focused on building an industry cluster strategy for the Life Sciences Industry. The position directly supports the department’s objective of advancing inclusive economic growth that provides jobs, careers, entrepreneurship support, business development assistance and other services that advance economic opportunity for persons experiencing homelessness and other disadvantaged populations. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Before the end of your initial work period, you will be assessed on your work performance. WORK LOCATION:

The Department of Economic Opportunity (DEO) is LA County’s central economic and workforce development hub helping residents connect to new career pathways, start and certify a business, and access life-changing opportunities. RESPONSIBILITIES:
Manages the development and implementation of the County’s industry cluster strategy for the Life Sciences industry. Serves as the County’s liaison to the Life Sciences industry, representing the County to relevant stakeholders, associations, and forums. Leads the development of industry studies and analysis to identify gaps, trends, and opportunities for the County to advance equitable industry growth. Coordinates across the department and the County broadly to align existing programs and services for the industry. Supports development of a business recruitment, retention and expansion strategy for this industry. Develops written reports and recommendations to executive management and the Board of Supervisors related to policies, programs and initiatives on the Life Sciences Industry and related matters. REQUIREMENTS:
A Bachelor's degree from an accredited college or university, AND three years of experience performing analytical assignments and developing policy recommendations. OR Five years of experience performing analytical assignments and developing policy recommendations. DESIRABLE QUALIFICATIONS:
Experience developing life sciences and bioscience hubs in a large metropolitan area. Experience engaging with the life sciences and bioscience industry in a large metropolitan area. Experience developing public policy, public-private partnerships, cross-sector solutions, economic development, or related functional areas in partnership with the life sciences and bioscience industry.
