Police Captain – UC Santa Cruz

The Police Department provides 24/7 law enforcement services, emergency management, community policing, and campus safety. The Police Captain assists the Chief of Police in administration, planning, and coordination of police and security activities for the UCSC campus and properties, and manages police operations including patrol, emergency response, investigations, dispatch, and special events. The Captain informs the Chief of Police of operational, personnel, and budgetary issues and plans major campus events. Responsibilities
Provide leadership and command of the Department in the absence of the Chief. Lead and motivate staff to promote teamwork and achievement; establish, implement, and evaluate department goals, policies, and procedures. Oversee accreditation activities (IACLEA) under the Chief’s supervision and ensure compliance; act as subject matter expert on policies, programs, procedures, and training. Plan, direct, and manage daily operations across patrol, investigations, civilian complaints, records, dispatch, and community engagement; direct police tactical operations at major events and protests; coordinate mutual aid. Manage resources (human and financial) to protect life and property and uphold constitutional rights. Oversee personnel actions including hiring, training, promotions, and corrective actions; coordinate with Labor Relations and HR on sensitive investigations. Represent the Department in media interviews as directed; coordinate with the campus Public Information Officer. Serve as Custodian of Records for DOJ and other entities; manage responses to records requests and discovery motions. Respond to pretrial discovery motions and coordinate record releases. 25% Supervision: supervise department managers; oversee patrol officers, dispatchers, and staff; review performance and ensure standards. 25% Planning: plan long- and short-range initiatives; develop policies and procedures; provide safety and security guidance; liaise with campus and external agencies; assist with budget planning and fiscal oversight. 10% Investigations: conduct sensitive internal, criminal, and background investigations; participate in Behavioral Risk Assessment Team as needed. Qualifications
Bachelor's degree and/or equivalent experience/training. Experience as a lieutenant or other sworn police manager; strong leadership, project management, and policy development skills. Experience administering scheduling, documentation, training, records management, dispatch, and related law enforcement functions. Knowledge of state and federal EEO requirements, workplace violence, crime prevention, legal procedures, and labor relations concepts. Ability to lead complex police missions, judge risk, and manage operations under pressure; excellent written and verbal communication; ability to build cooperative relationships across campus and community. Preferred Qualifications
Advanced degree. 3+ years as UC Police Lieutenant or higher; POST Advanced Certificate; extensive managerial experience in California law enforcement. Knowledge of UC Community Safety Plan, accreditation processes, and campus policing practices. Special Conditions of Employment
Pre-hire/background checks, including fingerprinting, medical screening, drug screening, and credit check as applicable; valid CA driver’s license; may require polygraph/other assessments. CPR/First Aid/AED certification or ability to obtain within 60 days. On-site work, variable schedule including evenings/weekends; ability to travel within campus and externally; uniform wear required.
