Overview

GAI Consultants is seeking an Environmental Compliance Assistant Manager with experience in environmental compliance support to work within the Civil and Environmental Engineering (CEE) Business Sector within our Power & Energy Business Unit. This position requires technical analysis and writing skills, some project management experience, and occasional travel to project sites regional to the Midwestern and Mid-Atlantic Regions. The role offers the opportunity to expand experience and knowledge in federal and state environmental regulations and methodologies primarily in Pennsylvania, Ohio, West Virginia, Maryland, and Virginia. Responsibilities

Assist with management and technical oversight of environmental engineering and compliance projects for the CEE Environmental Engineering and Compliance Division, including: Preparation of permit applications (earth disturbance permits, air permits, etc.), Sound and Noise Studies, Spill Response Plans (including SPCC) and secondary containment services, Environmental Monitoring and Oversight (including E&S control and sound monitoring), E&S Plans, Stormwater Management Plans, and NPDES coordination and termination assistance Assist with Phase I and II ESAs and hazardous waste due diligence investigations on various site types. Research applicable federal, state, and local environmental laws and regulations (e.g., CAA, SPCC, CERCLA, RCRA, TSCA, EPCRA, VCP). Supervise staff performing field monitoring of erosion and sediment controls on construction projects; work independently. Review specifications, permits, permit conditions, E&S control and stormwater plans for site and linear construction projects. Prepare and/or review periodic monitoring reports (paper or electronic as required). Adhere to Health and Safety requirements of GAI and clients; maintain QA/QC standards and follow the Quality Management System procedures. Qualifications

Required:

Ability to manage and/or lead field studies and data collection; produce well-written, technically sound documents with minimal supervision; conduct agency interface; analyze data; research Federal, State, and local regulations; may specialize within a discipline; receive technical training for career enhancement. Optionally provide an environmental compliance writing sample. Excellent written and verbal communication skills and technical writing ability. Bachelor's degree in engineering, environmental science, or related field. Proficiency with MS Word, Excel, and Office; familiarity with report, database, and form completion (e.g., Access, SQL) and online programs. Ability to manage employees and act as an assistant manager on environmental compliance projects. Understanding of regulatory changes and agency requirements; knowledge of NPDES regulations and BMP designs for E&S control; construction and maintenance experience preferred. Valid driver's license and ability to pass screening to drive a GAI vehicle. Flexibility for occasional regional travel. Preferred (Not Required)

Experience with GPS data collection tied to project locations. Spill response planning and Oil Pollution Prevention Act (40 CFR 112) knowledge. 1–2 years of experience with air pollution, compliance, and permitting support. Basic knowledge of sound/noise studies, Phase I/II ESA, hazardous waste due diligence. Experience in environmental field monitoring (E&S control) and SWPPP/NPDES familiarity. Proficiency with AutoCAD and/or ArcGIS. Professional Engineer or Engineer-in-Training. Certifications: Qualified Environmental Inspector (PA), Responsible Person for Erosion and Sediment Control (MD), CESSWI, CPESC, VA Erosion/Sedimentation Inspector, VA Stormwater Management Inspector. Trainings: ASTM Phase I ESA, RCRA, OSHA. Physical Demands

Ability to walk moderate distances over unimproved terrain; lift up to 50 pounds. Ability to hear and identify potential hazards during fieldwork. Drug screening may be required for candidates receiving a job offer. General Characteristics

Minimum: 10+ years of related experience. Education: Bachelor’s Degree in Environmental Sciences or similar field. Technical Responsibilities

Provide oversight of task managers' tasks; coordinate project tasks; review documents; agency and subconsultant interface; adjust project plan as changes occur. Understand project contract documents; assist with staff recruitment and retention; translate high-level strategy into everyday policies. Develop and implement day-to-day routines; oversee staff career development; monitor performance; ensure compliance with organizational guidelines.
