Definition

The Substitute - Public Safety Officer performs proactive security, intervention, law enforcement, and public information duties that provide a safe environment for students, staff, and the public while on District or campus properties. Under general supervision, substitute employees perform a variety of work in support of a college or district program or office. Non-academic, non-classified substitute employees are appointed temporarily when recruiting to fill a permanent position. They are not part of the classified service, are at-will, have no entitlement rights to any position, and substitution shall not displace classified personnel. Some substitute appointments are limited by maximum working days per fiscal year as specified in policy. Representatives duties are performed to maintain safety, security, and smooth operation of District and campus activities, including responding to incidents, enforcing policies, and providing information to the campus community. Responsibilities

Proactively monitor campus activity to ensure safety and security of students, staff, and authorized visitors; maintain a high level of visibility. Enhance day-to-day customer relations by providing information and assistance to students, staff, and visitors and establishing rapport with the student community. Convey college policy, rules, and expectations for student conduct; answer questions about policies, procedures, and departmental roles. Anticipate and intervene in potential or actual incidents where safety or property may be at risk. Inspect buildings for safety and security; monitor doors, windows, gates, emergency phones, fire extinguishers, and AEDs; address unusual or suspicious activity. Respond to complaints, incidents, and hazards; conduct investigations and interview victims, complainants, and witnesses. Provide security at District and campus functions; open/close buildings for meetings; direct traffic and manage parking and safe movement of vehicles. Detect and report fire hazards; respond to alarms; assist with reporting fires per emergency protocols. Cooperate with other law enforcement agencies in matters related to apprehension and investigation of offenses. Assist staff in developing activities and programs to reduce risk and enhance safety perception. Enforce campus parking regulations and issue parking citations. Perform other duties as assigned to support the position’s objectives; comply with District policies and procedures, including professional ethics. Qualifications and Physical Demands

Minimum Qualifications: Education and Experience High School diploma or equivalent, 21 years of age, and two years of security/surveillance experience; specialized training in security, safety, and behavior intervention. Higher education in public safety, jurisprudence, or related field may substitute for experience. Campus safety or law enforcement experience preferred. Any combination of education and experience providing the required equivalent qualifications may apply. Desirable Qualifications Experience in campus safety and/or law enforcement is preferred. Successful completion of an approved POST-certified Regular Basic Course (664-hour minimum). Licenses and Certificates Valid California driver’s license; current First Aid, CPR, and AED certifications within a reasonable time after employment; completion of 24-hour SB1626 or 40-hour 832 PC class. Knowledge, Skills, and Abilities Knowledge and skills vary by assignment but generally relate to safety, security operations, and customer service. Abilities likewise vary by assignment. Physical Abilities Physical requirements vary by assignment but relate to performing security-related tasks in indoor/outdoor environments. Work Conditions Work may occur indoors and outdoors with safety considerations from temperature, physical effort, and potential at-risk incidents. Conditions of Employment

Non-academic, non-classified substitute employees are appointed temporarily when recruiting for a permanent position. Substitute employees are not part of the classified service and are at-will. Salary placement is ES-113. Substitute non-classified appointments may not exceed 130 working days in a fiscal year if filling a permanent position, or 160 working days if temporarily replacing a classified employee. Employment is contingent upon verification of employment history, background check as required by Education Code, eligibility to work in the United States, and approval by the District Board. Short-term assignments do not include fringe benefits or paid holidays/time off. An investigative consumer report may be required for all Public Safety positions. Regular attendance is an essential job function; the employee is a mandated reporter under the California Child Abuse and Neglect Reporting Act and must comply with Coast Community College District policies, procedures, and Title IX.
