$9,631.00 - $12,054.00 . Effective July 1, 2025. Salary ranges exclude the temporary Personal Leave Program (PLP) reductions; details provided by CalHR and the recruiter. Responsibilities

Advise and assist high-level decision-makers such as Commissioners, Judges, and Energy Division management on electric general rate case proceedings and other cases related to utility costs and compliance. Act as a team leader and project coordinator for these cases. Analyze utility cases and cost of capital applications, requests to securitize costs through bonds and non-bypassable charges, and other utility financing matters. Make recommendations based on independent analysis of regulatory, policy, and technical issues; review utility costs and trends in electric utility operations. Review and provide feedback on proposed legislative bills; oversee implementation of programs from CPUC and legislative processes; review and act on "advice letter" requests from the utility. Write and present reports; coordinate with other California organizations and agencies (e.g., California Energy Commission, California Air Resources Board, California Independent System Operator); respond to outside inquiries. Qualifications and Requirements

Eligibility to apply for state service and ability to meet minimum qualifications for the advertised classification(s). Complete STD 678 or CalCareer application and describe all related experience in economics, finance, or policy in public utilities and/or transportation. SOQ (Statement of Qualifications) required; format: no smaller than 11-point Arial font, single-spaced, no more than two pages. Questions include: describe ability to analyze policy and quantitative subjects, project management experience, and collaboration with teammates, management, and external stakeholders. Strong content in economics, finance, or policy related to energy cost reporting and tracking; ability to analyze and present findings clearly. New to State candidates hired at the minimum salary of the classification or applicable alternate range when appropriate. Other Information
