The Village of Key Biscayne is seeking a
Comptroller . The Comptroller performs professional, managerial, and supervisory work overseeing the financial and accounting operations of the Village. The Comptroller is responsible for ensuring compliance with generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB) pronouncements, and state and federal regulations. The position assists the Chief Financial Officer in maintaining the fiscal integrity of the Village through comprehensive financial reporting, internal control oversight, and management of the accounting, payroll, and procurement functions. Work involves considerable independent judgment, initiative, and discretion in establishing and maintaining accounting systems and ensuring accuracy and transparency in all financial transactions.
Essential Duties and Responsibilities Payroll Functions
Oversees and approves payroll operations to ensure accuracy, compliance with applicable laws, and adherence to collective bargaining agreements.
Reviews and authorizes payroll-related journal entries, reconciliations, and reports.
Evaluates employee benefit and pension calculations for accuracy and consistency with financial policy.
Coordinates with Human Resources to ensure proper implementation of compensation changes, pay adjustments, and retroactive payments.
Accounts Payable Functions
Supervises accounts payable activities to ensure timely and accurate vendor payments.
Reviews and approves disbursement schedules, purchase orders, and expenditure classifications.
Ensures compliance with purchasing ordinances, contractual terms, and budgetary controls.
Implements improved payment and audit procedures to strengthen internal controls.
Accounts Receivable Functions
Oversees billing, collection, and cash receipt processes for all revenue sources.
Ensures accurate reconciliation of all receivable accounts, deposits, and grant reimbursements.
Reviews receivable aging schedules and develops corrective actions to maintain cash flow.
Coordinates with departments to ensure proper recording and reporting of revenues.
General Ledger Functions
Maintains and supervises the integrity of the Village’s general ledger system.
Prepares or reviews all journal entries, account reconciliations, and closing adjustments.
Oversees fixed asset management, depreciation schedules, and capital project accounting.
Prepares and reviews year-end trial balances, adjusting entries, and supporting schedules for audit.
Coordinates the annual external audit process and responds to auditor requests.
Procurement Functions
Oversees procurement operations and ensures adherence to purchasing policies, thresholds, and competitive bidding requirements.
Reviews contract compliance and works with departments to resolve vendor disputes.
Provides training to departments on procurement procedures and financial accountability.
Ensures consistency between procurement actions and budget appropriations.
Budgeting and Financial Reporting Functions
Assists the CFO with development of the annual operating and capital budgets.
Prepares monthly, quarterly, and annual financial statements, including budget-to-actual analysis and management reports.
Develops and monitors multi-year financial forecasts and cash flow projections.
Reviews departmental budget submissions for accuracy, completeness, and compliance with Village policies.
Oversees the preparation and submission of all required state and federal reports, including the Annual Financial Report (AFR) to the Florida Chief Financial Officer and continuing disclosure documents.
Serves as primary liaison to external auditors, state agencies, and regulatory entities.
Implements recommendations from audit findings and ensures corrective action is taken.
Treasury and Debt Management Functions
Monitors daily cash balances, investment activity, and liquidity needs.
Ensures compliance with the Village’s Investment Policy and state regulations governing public funds.
Coordinates the issuance, reporting, and repayment of debt, including bonds and state revolving fund loans.
Prepares debt service schedules, continuing disclosure filings, and assists with rating agency reviews.
Collective Bargaining and Labor Costing Functions
Prepares, reviews, and validates financial calculations and cost projections for collective bargaining negotiations.
Analyzes fiscal impacts of proposed contract changes to salaries, benefits, and pension contributions.
Provides financial modeling to support negotiation strategies and Council decision-making.
Coordinates with legal counsel, HR, and actuaries to ensure accuracy and defensibility of cost estimates.
Internal Controls and Compliance
Designs, implements, and monitors internal control procedures across all financial operations.
Ensures compliance with Florida Statutes, Village ordinances, and generally accepted accounting standards.
Evaluates accounting policies and recommends improvements to enhance efficiency, accountability, and transparency.
Oversees grant accounting and ensures timely financial reporting to federal and state agencies.
Directly supervises professional and technical accounting staff and oversees clerical and support personnel. Responsible for evaluating employee performance, approving timesheets, and recommending disciplinary or personnel actions as necessary.
Minimum Qualifications & Requirements Education & Experience
Bachelor’s degree in Accounting, Finance, or related field required.
Master’s degree in Accounting, Public Administration, or Finance preferred.
Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO) designation preferred.
Minimum of seven (7) years of progressively responsible governmental accounting or financial management experience, including three (3) years in a supervisory or management capacity.
Knowledge, Skills & Abilities
Ability to read, write, and speak in English; Spanish helpful.
Ability to read and interpret documents.
Ability to write routine reports and correspondence.
Ability to speak effectively before Village Council, groups of customers, or employees of the organization.
Applicants must complete all requirements established by the Village of Key Biscayne for employment. This may include, but not limited to, a written examination, typing test, comprehensive background investigation, and a job-related medical examination including a drug/alcohol screening test.
Extensive knowledge of governmental accounting principles, auditing standards, and financial reporting practices.

Strong written and verbal communication skills, including the ability to present financial information clearly to management, auditors, and elected officials.
