This position serves as the principal assistant to the General Accounting Supervisor and oversees payroll related work, reporting to the Accounts Payable supervisor in the Accounts Payable unit within the Accounting Services office, Administrative Services Division.

Responsibilities

Payroll Principle Assistant

– Review and analyze the daily work and payroll functions of staff, provide guidance and training to payroll staff.

Manage all daily payroll functions including reviewing labor, payroll and leave reports to ensure compliance with department policies and procedures, FLSA, state laws and rules (WACs), Collective Bargaining Agreements, etc.

Analyze and verify timesheets (STAR forms) for hours worked, leave, overtime, and leave types; authorize as per agency policy; correct as needed prior to HRMS entry.

Oversee data handling from STAR system, formatting for Winshuttle report, and OFM upload to HRMS.

Assist with processing new employee paperwork into the statewide health care management system (24/7) and HR system HRMS when needed.

Review and approve payroll documents and deduction forms (e.g., W-4s, insurance, union cards, EFT banking information) and ensure correct entries in HRMS.

Resolve IRS tax errors and act as primary contact for discrepancies between IRS records and agency records.

Oversee processing of taxable fringe benefits, stipend requests, and Commute Trip Reduction payments.

Provide workshops and training for personnel; establish and maintain accounting sub-systems; advise on compliance with OFM standards and procedures; serve as expert consultant on compensation and benefits programs (including shared leave).

Serve as primary contact for Health Care Authority to ensure benefits are properly provided and support employee appeals related to benefits.

Process all shared leave donations; verify balances, convert to hours for recipients, and process journal vouchers for transfers.

Work with agency HR to resolve compensation and benefits issues; prepare corrections and process loan paybacks, health and retirement adjustments; handle garnishments as needed.

Represent Commerce at monthly Personnel/Payroll Association meetings; act as subject matter expert for payroll policy and regulations; communicate reminders to employees to ensure compliance.

Participate in statewide process improvement workgroups and implement changes.

Assist with documentation of payroll processes (SOP) and oversee the implementation of new regulations, policies, and quality improvement plans.

Other duties as required, including audits of leave balances to determine eligibility for FMLA and shared leave and for federal reporting purposes.

Qualifications

Required Experience:

A bachelor’s degree with at least 18 quarter hours or 12 semester hours of accounting, audit, or budget credits (professional experience may substitute for education, but not for the credit hours).

1 year of experience processing payroll actions in statewide accounting system – AFRS.

1 year of experience processing payroll actions in statewide payroll system – HRMS.

Knowledge and recent experience applying Office of Financial Management and SAAM rules and regulations as they relate to payroll processing.

Preferred/Desired Qualifications:

Proficiency with Microsoft Office (Excel, Word, Outlook); experience with Financial Toolbox, Enterprise Reporting (ER), Web Intelligence (Webi); ability to maintain confidentiality; strong analytical and customer service skills; attention to detail and integrity; ability to follow fiscal rules, regulations, and standards; punctuality in work performance; experience with STAR time reporting system and related tools.
