The Fiscal Analyst 4 (FA4) role at Green Hill School is a critical leadership position at DCYF. DCYF . The Opportunity: The Fiscal Analyst 4 (FA4) will supervise all business office functions at Green Hill School, including time and attendance, payables, receivables, local funds, purchasing, and commissary/warehouse operations. As the primary point of contact for staff, the FA4 plays a critical role in maintaining operational efficiency and supporting the Institution Finance Coordinator in forecasting year-end budgets and managing financial reporting for Headquarters. The FA4 plays an essential role not only in overseeing operations but also in training new staff. This role oversees an $86 million biennial budget, making proper management critical to operational success. The oversight provided by the FA4 is foundational to the financial integrity of the institution, ensuring that all functions operate effectively and efficiently in a timely and accurate manner. Some of what you will get to do: Supervise Fiscal Specialists, Fiscal Analysts, and Procurement and Supply Specialists. Interview and hire new staff. Train and develop fiscal professional staff in financial methods and procedures. Assign and schedule work, act upon leave requests, conduct annual performance evaluations, and take necessary disciplinary actions. Set performance standards and track performance measurements. Prepare the reconciliation of Local Fund bank accounts. Oversee time and attendance entry into HRMS, audit payroll reports, and perform fiscal monitoring of various types of payments. Oversee procurement processing and monitor Commissary activity. Facilitate informal conflict resolution related to employee grievances. Lead the Fiscal Year Close interagency payables/receivables and other FY close activities. Prepare the monthly Sick Leave and Overtime Reports. Pull and review Enterprise Reports. Prepare monthly submittal of Monthly Meal Cost Summary. Process Excise tax payment to the Department of Revenue for all 512 Local Fund accounts. Provide support to the Institution Finance Coordinator and backup as needed. Required Qualifications: A Bachelor’s degree that includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting

two years of relevant professional experience. OR A Master’s degree in a financial-related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant can be substituted for professional experience. OR Equivalent combination of education and experience totaling six (6) years. In addition to those required qualifications, our ideal applicant will also have some or all of the following: Demonstrated knowledge and understanding theory and practice of accounting, principles of cost accounting, and modern office methods. Demonstrated ability to apply and adapt established accounting methods to a variety of accounting transactions and assemble, analyze and prepare reports and statements of complex financial data. Demonstrated ability to process large quantities of fiscal data with consistency, accuracy, and efficiency. Demonstrated ability to multitask and schedule oneself to meet payment and report deadlines. Demonstrated excellent communication skills and the ability to work effectively with staff at all levels. Optimize limited resources and support the organizational goals. Demonstrated ability to coordinate with others. Demonstrated ability to learn specialized computer systems, AFRS, Enterprise Reporting, DCYF Purchasing System, HRMS, Leave Tracker, and any new programs that may be implemented. Demonstrated working knowledge of Microsoft Word, Excel, and Outlook, basic math skills, and the use of a 10-key calculator. Demonstrated ability to model and reinforce socially responsible behaviors and values and behave in a professional and respectful manner toward clients, colleagues, and others in the workplace and community. Demonstrated familiarity with institutional environments. Demonstrated knowledge of PREA standards and rules.
