AUSTIN, TX The Delivery System Quality & Innovation (DSQI) Unit within the Medicaid CHIP Services (MCS) Office of Quality and Program Improvement (Q&PI) seeks a highly qualified candidate to fill the position of Program Specialist VI Senior Policy Analyst. The mission of DSQI is to incentivize, innovate, and educate to improve health care quality. The DSQI Unit develops and implements innovative quality improvement programs and incentives, provides education and technical assistance to increase the adoption of best practices, and evaluates the effectiveness of quality programs and interventions. Lead the evaluation of directed payment programs (DPPs), develop and implement data management processes, and provide technical assistance to DPP participants. Serve as a subject matter expert on key program requirements and policies; coordinate communication with the Centers for Medicare and Medicaid Services. Author reports and briefing documents, and present at meetings with agency leadership and stakeholders. Develop and oversee implementation of state DPPs including policies and procedures for evaluation and reporting of quality measures; create timelines, data work plans, and project options. Provide high-level technical assistance to program participants regarding policies and procedures for quality programs; ensure compliance with DPP policies and quality rules. Consult with stakeholders to resolve problems, identify needs, and discuss program effectiveness. Knowledge, Skills And Abilities

Knowledge of federal and state Medicaid and CHIP programs, services, and requirements. Knowledge of healthcare quality measurement and data sources. Familiarity with delivery system reform, healthcare innovation, or population health concepts. Strong skills in Excel or comparable data management and analysis tools. Ability to analyze and evaluate healthcare programs, policies, and operations to develop options and recommendations. Excellent written and verbal communication; ability to translate complex information into concise documents and presentations. Skill in facilitating stakeholder groups and building consensus for policy improvements. Project management skills; attention to detail; ability to work independently with minimal supervision; ability to collaborate in a team environment. Qualifications

Initial Screening Criteria: Work experience in healthcare research, policy analysis, or data analysis. Graduation from an accredited four-year college or university with major coursework in policy, research, statistics, or project management. Education and experience may be substituted on a year-for-year basis. A Master’s degree in healthcare, human services, public health, social work, policy development, research or evaluation, or related field is preferred. Additional Information

This position will require in-person attendance. An in-basket exercise will be administered. Salary ranges extend from minimum to maximum of the range.
