This position reports to the Manager of the LTSS Special Projects Team in the Office of Policy and performs advanced consultative and technical work related to planning, development, implementation, and maintenance of Medicaid and CHIP initiatives, programs and services with a focus on Long-term Services and Supports (LTSS) special projects. Location: Austin, TX

Responsibilities Provide subject matter expertise to agency staff, governmental agencies, community organizations, provider organizations, and the public.

Coordinate and collaborate with internal and external stakeholders to develop policy.

Oversee development of operational policy, including contracts, administrative rules, manuals, and procedures; ensure compliance and resolve issues.

Facilitate meetings with stakeholders (e.g., managed care organizations, provider associations, people receiving services, advisory committee members) and serve as agency liaison to pertinent advisory committees or workgroups.

Ensure policy and guidance documents are up-to-date; prepare high-quality reports, correspondence, and documents; draft legislative reports; develop and provide training; analyze program policies and legislation.

Work under general direction with latitude for initiative and independent judgment; demonstrate excellent writing and strong research skills.

Essential Job Functions Plan and oversee analysis, development, implementation, and documentation of federal and state legislation and regulations; develop analyses, research papers, presentations, and reports.

Develop and implement program and policy options for state initiatives impacting HHSC agencies, including policy analysis, timelines, financial analyses, and detailed work plans.

Establish and participate in workgroups and committees; coordinate training for internal staff and external entities.

Prepare high-quality written documents including project updates, memos, summaries, legislative reports, rules, waivers, and state plan amendments.

Engage with community and professional groups to coordinate and secure support; consult with public and private agencies to address problems and identify training needs.

Maintain regular and predictable attendance and perform other duties as assigned.

Qualifications

Initial Screening Criteria:

Graduation from an accredited four-year college or university.

Experience with policy research and analysis, project management, or program management, or related field.

Preferred:

Master’s degree.

Experience in a field related to LTSS.

Knowledge, Skills, and Abilities Knowledge of federal and state Medicaid and CHIP laws and regulations.

Analytical abilities in evaluating legislation, policy, and operations; project/program management; policy analysis and research; ability to translate complex information into clear documents and presentations; problem solving and stakeholder engagement.

Ability to work independently, communicate effectively (oral and written), and work in a fast-paced environment.
