Duties And Responsibilities

As the Assistant General Counsel Hearing Officer you will represent the Bureau of Administrative Reviews by c onducting formal administrative hearings for the Bureau of Administrative Reviews pursuant to Florida law. Responding to inquires from customers, including but not limited to members of the public, attorneys, legislators, state officials, and DHSMV investigators, as they relate to legal requirements and DHSMV policies as they apply to license issuance and sanctions. Writing final orders with factual and legal analysis concerning driver licenses or automobile dealerships. Conducting other duties as required.

Knowledge, Skills, And Abilities

Proficiency in civil, appellate, and administrative litigation. Skill to communicate effectively, verbally, and in writing. Knowledge and ability to understand Florida statutes, the Florida Administrative Code, federal statutes, case law, rules, regulations, and DHSMV policies and procedures. Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. Using relevant information and individual judgment to make sound, well-informed and objective decisions. Ability to prepare for and conduct hearings. Ability to work under stressful situations. Ability to work independently. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others.

Job Related Requirements

The selected applicant must be a member of The Florida Bar in good standing. The selected applicant must pass a Criminal Justice Information Services (CJIS) criminal history background check. This position requires the incumbent to have and maintain a valid driver’s license in good standing. A driver’s license history review will be conducted on all candidates in consideration for the position. Travel is required.

General Information

The elements of the selection process may include a skill assessment and/or oral interview. Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI. FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
