Under the direction of the City Manager, the City Attorney serves as chief legal counsel and advisor for the City and for City officials and departments in all matters relating to their official duties and authorities. This position coordinates and implements all activities involving municipal legal affairs, including supervision of assigned employees. Regular and reliable attendance is required. Essential Functions

Manages and supervises all assigned employees (e.g., assigns tasks; interviews applicants; recommends hiring, discipline, pay assignments; evaluates performance; handles grievances; approves leave; attends or participates in policy meetings; develops/policy changes; participates in personnel or labor relations activities; access to personnel files). Provides legal services and counsel to City administration, City Council, and all commissions and boards. Guides and directs City ordinances, codes, regulations, and standards; ensures compliance with Federal, State, and local law. Prosecutes or defends civil suits involving the City and supervises ongoing litigation. Prepares, approves, and advises on the legality of contracts, ordinances, resolutions, and other agreements involving the City. Attends City Council meetings (evening hours) and serves as Parliamentarian; attends management, board and commission meetings as required; serves as counsel of record for the City and liaises with external counsel. Prepares reports, documentation, and legal opinions for meetings and discussions. Assists in labor negotiations and provides legal opinions/direction for human resources matters. Reviews, coordinates responses to, and responds to City public records requests. Supervises the City prosecutorial staff. Performs other duties as assigned. Knowledge, Skills & Abilities

Knowledge Budgeting. Interviewing. Microsoft Office applications and other computer software. City and Department goals, objectives, policies, procedures. Government structure and process; Council-Manager form of government; Home Rule. Title VII of the Ohio Revised Code; other Federal, State, and local laws impacting local government operations. Codified Ordinances of the City of Delaware; collective bargaining rules; standard legal research; rules of fair and orderly public meetings. Conflict Resolution. Skills Excellent organization, attention to detail, accuracy, time management, and critical thinking. Use of tact, discretion, initiative, and independent judgment within guidelines. Civic engagement and customer service; meeting critical deadlines; negotiation and mediation techniques; legal research; trial and litigation. Prepare and conduct litigation; negotiate contracts; manage work of others, including external consultants; manage multiple tasks and priorities; respond in crises; maintain composure. Spot issues; analyze facts; maintain relationships; understand and follow instructions; maintain honesty and trustworthiness. Physical Requirements & Working Conditions

Physical Requirements Office environment or courtroom; sitting/standing for extended periods; frequent use of computers; deadlines create work stress. Speech/hearing abilities and visual acuity sufficient for instruction comprehension and document review; manual dexterity for office equipment; ability to lift up to 10 pounds as needed. Equipment Operated Computer, copier, phone, and standard office equipment; software such as Microsoft Office and other applicable programs. Training, Experience, And Qualifications

Required Graduation from an accredited four-year college or university; Juris Doctorate from an accredited law school. Attorney-at-law in good standing and duly authorized to practice law in the State of Ohio; federal license desirable. Five or more years of progressive experience in municipal legal affairs.
