Overview

HR Specialist at City of Delaware, OH and Co-Owner of Faust Farms. This position reports to the City Manager and serves as chief legal counsel and advisor for the City and for City officials and departments in matters relating to official duties and authorities. The role coordinates and implements municipal legal affairs, including supervision of assigned employees. Regular and reliable attendance is required. Base pay range

Manages and supervises all assigned employees (e.g., assigns tasks; interviews job applicants; recommends hiring, discipline, pay assignments; evaluates performance; handles grievances; approves leave requests; participates in policy discussions; develops and implements policy; participates in personnel or labor relations activities; has access to personnel files). Provides legal services and counsel to City administration, City Council, and all commissions and boards of the City. Provides guidance for City ordinances, codes, regulations, and ensures compliance with Federal, State, and local law. Prosecutes or defends civil suits involving the City and supervises ongoing litigation. Prepares, approves, and advises on the legality of contracts, ordinances, resolutions, and other agreements involving the City. Attends City Council meetings (evening hours) and serves as Parliamentarian; attends management, board and commission meetings as required; liaises with external legal counsel. Prepares reports, documentation, and legal opinions for meetings and discussions. Assists in labor negotiations and provides legal opinions and direction for human resources matters. Responds to City public records requests and supervises the prosecutorial staff. Performs other duties as assigned. Knowledge, Skills & Abilities

Graduation from an accredited four-year college or university and a Juris Doctorate from an accredited law school Attorney licensed to practice in Ohio; federal license desirable Five or more years of progressive experience in municipal legal affairs Supplemental Information / Special Requirements
