Base pay range: $77,551.00/yr - $101,665.00/yr
The Accounting Supervisor oversees the City of Milwaukee's financial activities by reviewing, recording and reconciling all financial transactions.

Essential Functions
Accounting
Assist in the design, configuration, upgrade and implementation of the City's accounting system and related sub-processing modules, including accounts payable, accounts receivable, and billing, cash in transit, requisitioning, purchasing, inventory, and capital assets.
Oversee the accounts payable process for all of the City’s vendor payments.
Review, research, analyze, record and reconcile accounting transactions of and for individual City funds.
Work with the Capital Finance Manager and Financial Analyst to ensure proper recording of debt obligations of the City, including the transmittal of the required Committee on Uniform Securities Identification Procedures (CUSIP) listings for each debt issuance throughout the year.
Establish appropriation controls for capital projects and other operating budget transfers; monitor budgetary controls of City accounts for all funds.
Prepare required revenue estimates, including City space leases, payments in lieu of taxes and contribution funding.
Prepare analytical reviews, account reconciliations, account analyses, projects and forecasts of accounts and funds.
Research and resolve all end-user problems associated with the sub-processing modules' data and processing errors.
Analyze and test new Workday processes before and after implementation.
Process special projects throughout the year.
Audit and Review
Monitor transactions with Milwaukee Public Schools (MPS) to provide MPS with cash reporting and reconciliation for their reporting needs.
Monitor transactions with Milwaukee Water Works to ensure adequate funds for Water’s cash reimbursement to the City.
Oversee, analyze, and review the accounts receivable process including invoices issued by City departments and accounts receivable aging.
Monitor the process for cancellation authorizations for City invoices and establish adequate reserves for uncollectible accounts.
Analyze, review and monitor the reimbursable activity of City departments to ensure a timely recording of costs incurred and recovered.
Assist external auditors in documenting and verifying the City’s financial activities, processes and policies.
Supervision and Training
Assist with managing the General Accounting staff, including reviewing work, recommending improvements, and assisting with personnel decisions.
Train City-wide personnel on accounts payable and receivable processes.
Draft procedures, instructions, and training for City-wide users.
Assist and advise departments on the recording of specific accounting activities.
Reporting
Assist in the preparation of the Annual Comprehensive Financial Report (ACFR) statements and schedules, including the establishment of necessary accruals and reserves as required under Governmental Accounting Principles.
Design and maintain accounting entry templates for the City’s financial management information system (FMIS/Workday) and related sub-processing modules, including accounts payable, accounts receivable, and billing.
Prepare interim financial reports.
Desirable qualifications, knowledge, skills, abilities & other characteristics are listed in the original description and include:
Bachelor’s degree in accounting, business administration, finance, or a closely related field from an accredited college or university.
Three years of progressively responsible professional accounting experience.
Equivalent combination of education and experience may be considered.
Supervisory or lead worker experience.
Knowledge of GAAP and practices; ability to apply accounting concepts to City processes; strong analytical and communication skills; ability to work collaboratively and maintain confidentiality.
Salary and Benefits The current salary range (Pay Range 2KX) is $77,551-$98,704, and the resident incentive salary range for City of Milwaukee residents is $79,877-$101,665. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
