EMCOR Government Services is seeking an Environmental, Safety and Occupational Health (ESOH) Manager to lead and manage ESOH activities supporting a Government client in the National Capital Region (NCR). The ESOH Manager is a key member of a team delivering a wide range of BOS services at facilities and sites located throughout the NCR. This position is contingent upon contract award. Essential Duties and Responsibilities
The principal manager responsible for the overall management of all environmental, safety, and occupational health activities and responsibilities and their compliance at all NCR locations. Per client direction and in coordination with EGS headquarters, develop, deliver, and maintain required OSHA written management processes including recordkeeping per local, state and federal regulations. Develops and conducts safety processes and training providing ongoing safety awareness, emergency response (e.g. tornado and fire response) and safety orientation for new employees. Schedule, coordinate, follow-up and provide guidance on all regularly scheduled safety meetings and any associated safety issues. Per client direction and in coordination with EGS headquarters, develop and conduct new Supervisor Orientation Program on Accident Reporting, Accident Investigation, safety policies on records/documentation, and Safety Inspections. Audit and monitor all work areas for safety hazards and OSHA compliance. Per client direction and in coordination with EGS headquarters, develop and implement project-level environmental policies in accordance with State/EPA laws and regulations. Conduct and administer contract activities related to the customer’s permits and programs pertaining to federal/state/local regulations or permits. Recommend the purchase of safety equipment. Assess, develop and implement environmental health and safety programs to ensure continuity and improvement. Establish and maintain an effective relationship with the customer to achieve a mutually beneficial business relationship. Ensure legal obligations are followed and compliance with regulatory bodies and with environmental, health and safety guidelines. Maintain accurate documentation and, when necessary, analyze activities and processes to improve contract performance. Proactively seek feedback from clients, attend meetings, submit reports, and assist internal and external auditors and inspectors. Qualifications
Current Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility. Must possess and consistently lead with a Mission First, People Always mindset. Professional certification in one or more fields of Industrial Hygiene, Safety or Environmental Engineering (e.g., CIH, CSP, PE). Minimum of 10 years of ESOH experience; at least 3 years managing an ESOH program of similar size, scope and complexity for BOS contracts. Demonstrated knowledge of ESOH guidelines (e.g. 29 CFR 1910, 29 CFR 1926) and experience with ESOH operations in U.S. Government facilities. Knowledge and experience in development, maintenance and reporting of ESOH metrics. Knowledge of ARCHIBUS and MAXIMO CMMS is desirable. Strong leadership, management, supervisory, interpersonal, analytical and communication skills (oral and written). Ability to lead in a diverse and dynamic environment with short-notice tasking and under high-pressure situations. Demonstrated personnel management experience with both organic and subcontractor staff. Experience working with labor unions and/or managing service employees under the Service Contract Act. Strong technical knowledge of facilities maintenance and operations is desirable. Bachelor’s degree in Environmental Science, Health, Safety, Engineering (Civil, Environmental), or related field is desirable.
