Overview
The purpose of this job is to provide supervisory and administrative work requiring the direction and management of a major phase of the operations of the Police Department. This position works under general supervision, independently developing work methods and sequences. Responsibilities
Supervises and commands activities and personnel including critical incidents or planned special events, conducting special investigations, criminal investigations, controlling vice and apprehending criminals as well as the administrative responsibilities of budget, payroll, recruiting, hiring, training, discipline and building maintenance. Enforces all applicable codes, ordinances, laws and regulations (both traffic and criminal) to protect life and property, prevent crime, and promote security. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed. Performs administrative tasks/functions specific to assigned unit or division; assigns personnel; approves time; adjusts schedule, staffing, and/or authorizes overtime to ensure adequate work force at all times; ensures proper allocation of personnel and other resources. Assists with planning and coordination of training; schedules in-service training for subordinates. Assists with preparation of long-range management plan; prepares action plans for crime reduction; coordinates multi-zone assistance for unusual problems; ensures safety of officers. Facilitates development of and implements policies and procedures; establishes goals for employees; instructs and directs subordinates regarding proper procedures and protocol of the department; ensures compliance with guidelines and departmental regulations. Enforces all city, state and federal codes, ordinances, laws and regulations in order to protect life and property and to prevent crime and promote security; coordinates and supervises special events/activities and VIP visits. Monitors radio transmissions to ensure all calls are answered; responds to calls of serious nature and to scene of subordinates\' calls to answer questions, authorize actions, take control of situation, monitor officers\' performance, and serve as a back-up unit. Ensures effective flow of communications with supervisors, co-workers, and subordinates; discusses status of cases, progress and problems, incidents and situations, reports and complaints with supervisors and Police Chief, as applicable; may provide information to the news media. Assists officers with situations or cases; documents case information and prepares case files to assist with prosecution of cases; appears in court to present evidence and testimony on cases being prosecuted. Responds to questions, complaints, and requests for information from citizens, elected officials, officers, employees, and various other individuals; mediates conflicts with citizens and officers. Conducts internal investigations on complaints against subordinates; writes requests for disciplinary action; reviews reports of physical force and vehicle pursuit events. Evaluates equipment needs for the division based on crime patterns, calls for services, equipment serviceability, and daily equipment inventory reports; ensures optimal deployment and accountability for physical resources. Assists with annual budget preparation, grant applications, and fiscal spending requirements; may administer federal grants. May review and approve requisitions for recommended equipment, uniforms, materials, and supplies based on budget allocations and control guidelines; may monitor division expenditures for fiscal compliance. Reviews documents processed by subordinates to ensure accuracy; reviews previously assigned cases with officers; discusses errors and recommends methods for corrective action; provides technical assistance as needed. Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; reads professional literature; maintains professional affiliations. Schedules and conducts shift meetings; attends supervisory meetings, seminars, workshops, and training sessions as appropriate; may serve on panels, boards, and/or committees. Establishes and maintains positive public relations; attends and addresses neighborhood groups, schools, civic organizations, and churches; assists with community activities, programs, and crime prevention; may promote and participate in Neighborhood Watch and other programs. May perform other duties including patrols, investigation of accidents and reported crimes, interviewing citizens, conducting searches, pursuing fleeing and subduing resisting suspects, making arrests, transporting prisoners, and warrant pre-issuance reviews with subordinates. May supervise the performance of and/or participates in special operations, investigations, and/or division activities such as Special Weapons and Tactics Team (SWAT), dive team/water recovery, aviation/air support and backup, school resource officer (SRO), traffic, DUI task force, negotiations, juvenile, vice, homicide, burglary and robbery, various type thefts and abuse, arson, bomb technician, narcotics, evidence/property control, animal control, field training, training, teaching, fleet services, division liaison, and/or other duties as assigned. May conduct inspections of departmental vehicles; oversees maintenance of law enforcement vehicle; maintains weapons and equipment in functional and presentable condition. Performs related work as required. Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations. Qualifications
Requires Bachelor’s degree in Criminal Justice, Criminology or related field supplemented by ten (10) years of progressively responsible law enforcement experience of which two (2) as a Lieutenant or an equivalent combination of education, training and experience. Requires Advanced Certificate by the Law Enforcement Professional Certificate Program. Must possess and maintain an appropriate, valid state driver’s license with an acceptable driving history.
