Overview
Performs City-wide and department accounting and fiscal management tasks, as well as directs day-to-day finance operations. Identifies and implements process and system improvements for work efficiency within the Finance department and between departments. Responsibilities
Using independent judgement, assists the Finance Director in providing supervision and leadership to department personnel. Provide ongoing review and feedback concerning department goals, projects, and priorities. Oversee and provide backup support for payroll process and reconciliations, and related accounts payable and benefit reporting. Process quarterly Federal and State tax returns and reconciliation and production of yearly W-2 forms. Coordinate accounts payable, accounts receivable, utility billing, special assessments, and delinquencies, including annual certifications to County. Assists with administering risk management and associated claims/reporting. Serve as the City’s audit coordinator. Assist in preparing the City’s annual comprehensive financial report (ACFR). Assist with grant compliance and reporting. Assist with department budget oversight, preparation of the City operating budget, and preparation of the capital improvement program. Assist with maintaining and controlling City financial records and accounts in accordance with Generally Accepted Accounting Principles (GAAP) and the Governmental Accounting Standards Board (GASB). Ensure financial reports comply with generally accepted accounting principles or financial reporting standards. Recommend, implement, and maintain documented accounting policies and procedures; ensure internal controls are in place. Compliance with local, state, and federal government requirements. Perform related activities as directed. This role has daily supervisory responsibilities over the Senior Account Clerk, Account Clerk II, and Utility Billing Clerk roles. Qualifications
Bachelor’s degree in Accounting, Public Administration, or equivalent. Four years of a combination of formal preparation, progressive responsibility, and related experience. Desired Qualifications And Experience
Master’s degree in Accounting, Public Administration, or equivalent. City or county accounting experience is preferred. Previous supervisory experience. Work Environment
Normal shift = eight (8) hours for five (5) consecutive days. Work location(s) in controlled environment. Stress level varies from low to very high.
